Summary About the Position: Serves as Human Resources Specialist in the Civilian Human Resources Agency, U.S. Army Corps of Engineers, Human Resources Directorate, Staffing Division. Provides management advisory services to assigned organizations, applies a comprehensive knowledge of human resource management within the staffing (recruitment and placement) branch. Responsibilities Serve as a senior Human Resource Specialist performing operational and advisory services on complex staffing matters to managers, supervisors, and employees. Provide guidance on merit system principles, prohibited personnel practices, and the development and use of valid selection criteria. Advise supervisors on staffing requirements, resources, and problems in assigned offices involving a high degree of complexity. Develop, interpret, and analyze data extracts and reports from automated personnel databases. Use automated personnel systems to manage daily operations. Mentor and conduct informal on-the-job training for lower graded human resource personnel. Specialized Experience: One year of specialized experience which includes: (1) Interpreting and applying federal civilian recruitment and placement guidance to provide advice to hiring managers; and, (2) Conducting job analysis, creating occupational assessments for General Schedule, Federal Wage and/or Lab Demo System positions, developing job opportunity announcements, reviewing applicant qualifications and referring eligible candidates for employment consideration, and calculating and setting pay for internal and external selections; and, (3) conducting internal audits of personnel actions to ensure compliance with regulatory and legal requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Communications Developing Others HR Information Systems Staffing & Recruiting Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. For the GS-12 you must have 52 weeks at the GS-11 level. You must meet time in grade requirements within 30 days of the closing date of the announcement. Qualification requirement: Qualifications must be met within the closing date of the announcement. The selecting official has requested a competitive and noncompetitive candidate list for this vacancy. If you are eligible for the noncompetitive list, you will be evaluated on basic and/or minimum qualifications, as applicable. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
