Summary About the Position: Serves as a Human Resources (HR) Specialist in a Civilian Human Resources Agency, U.S. Corps of Engineers Human Resources Directorate, Staffing Division. Utilizes a wide range of HR practices, regulations, and precedents to provide advisory and technical services on substantive organizational functions. Provides staffing advisory services by pre-positioning work products (vacancy announcements, skills assessments, etc.) in expectation of new projects and programs. Responsibilities Advise management on a wide range of civilian staffing issues such as recruitment methods, special pay incentives, special placement programs, deployments and workforce shaping. Assists in developing short- and long-range staffing plans to meet forecasted mission requirements, human capital losses, and changes in critical competencies. Provides guidance on merit system principles, prohibited personnel practices, and the development and use of valid selection criteria. Verifies employment eligibility, qualifications, salary determinations and sets pay. Provides comprehensive HR management advisory and technical services on substantive organizational functions and work practices. Uses analytical methods to identify, evaluate, and recommend to management appropriate HR solutions. Develops and delivers briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of HR findings and recommendations. GS-7 Specialized Experience: One year of specialized experience which includes applying Federal Human Resource methods, principles, and practices commonly used in the staffing, recruitment and placement process; AND utilizing an automated system, Defense Civilian Personnel Data System (DCPDS), to identifying appropriate regulatory codes, nature of action, and appropriate pay to code personnel actions; AND conducting pre-employment screening; AND issuing job offers and/or onboarding new employees. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05) OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management or Personnel Administration OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achshonor.org/) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. GS-9 Specialized Experience: One year of specialized experience which includes applying a wide range of Federal Human Resource methods, principles, and practices commonly used in the staffing, recruitment and placement process; AND utilizing automated recruitment tool such as USA Staffing to develop vacancy announcements; AND creating job analysis to develop assessment tools for evaluating job applicants; AND advising on civilian personnel regulations to provide customer service/respond to employee questions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07) OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management or Personnel Administration OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Specialized Experience: One year of specialized experience which includes applying a wide variety of Federal Human Resource concepts, principles, laws, regulations, and practices in regards to staffing, recruitment and placement actions; AND conducting a job analysis, utilizing human resources automated systems such as USA Staffing to create vacancy announcements, reviewing applicants' qualifications and issuing referral lists; AND providing civilian human resources management advisory services on recruitment and placement actions such as the merit promotion process or types of appointments to management; AND monitoring, tracking, and coding personnel actions in current civilian HR database systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09) OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management or Personnel Administration OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
