Summary Through this Department of Homeland Security (DHS)-shared vacancy announcement, we are hiring Human Resource Specialists to join us at different Human Resource Management offices across the DHS components. Positions may be filled in any of the following locations: Washington, DC Bloomington, MN Burlington, VT Winchester, VA Camp Springs, MD Responsibilities This position is for a Human Resources Specialist (Recruitment & Placement) in a Department of Homeland Security operational human resources and human capital organization performing assignments for recruitment and placement functions within an assigned organization that demonstrate the application of significant analytical and evaluative skills and techniques. This position starts at a salary of $86,962.00 (GS-12, Step 1) to $113,047.00 (GS-12, Step 10). Visit this link to view the locality pay tables by geographic area. Final Salary depends on duty location. Duties will include: Recruiting, examining, selecting and placing employees; conducting workforce planning and analysis; and advising management, including supervisors and managers, as an expert consultant, on methods and techniques for attracting and retaining a high-quality and diverse workforce capable of accomplishing the mission of the serviced organizations. Providing guidance on merit system principles, prohibited personnel practices, development/use of valid selection criteria, and other approaches that may help in staffing the organization and/or improving employee productivity, morale, and retention. Applying qualification standards and ranking methods to evaluate applicants experience, training and education. Providing screening activities to aid in the selection of the best qualified candidates. Determining candidates eligibility and qualifications for an appointment to include. advising on the legality of selections. Qualifications Specialized Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Making recommendations on a wide range of staffing authorities and special employment programs in order to meet the agency's staffing goals. Utilizing various HR information systems/tools to complete and track workload. Uses innovation to improve and streamline the use of Staffing systems. Determining appropriate rating and ranking selective factors and to develop crediting plans to assess varying degrees of job qualifications. Serving as a staff advisor and consultant on recruitment and placement. Identifies visible and intangible problems, issues, and situations impacting short-term and long-range recruitment and placement actions. Explaining regulations, procedures, and determinations to inquiring employees, candidates, supervisors, officials, and the general public.
