Summary About the Position: This is a TERM Not to Exceed 3 Years position with the option for conversion. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent. Salary listed is base salary. Locality will be added after selection. Responsibilities Serve as a senior staff human resources specialist responsible for performing position management and classification for the organization. Provide advice to senior leaders, management, and operating human resources offices and/or to other program evaluation staff members in the areas of program improvement. Serve as a senior analyst and classifier for the organization in the day-to-day management of the agency's classification programs nationwide. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-12 Specialized Experience: One year of specialized experience which includes: assisting senior leaders, managers and stakeholders on workforce planning; assisting in policy development; AND carrying out position classification projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). GS-13 Specialized Experience: One year of specialized experience which includes: advising senior leaders, managers and stakeholders on workforce planning; participating in policy development and implementation; AND providing advisory services on a wide range of position descriptions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. The actual salary will be based on the geographic location of the individual selected for this position. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. This position is a TERM Not to Exceed 3 years position. It is time-limited and may be extended up to a maximum of eight years. This position is obligated. An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, return rights based on having served an overseas tour(s), and may also cover employees who have been on extended leave without pay under certain circumstances. During the obligation period, the position may be filled on a temporary or permanent basis.
