GENERAL DESCRIPTION:

The Wyoming Department of Transportation (WYDOT) is seeking a Highway Maintenance Supervisor II located in Laramie, Wyoming. This position is responsible for maintaining and ensuring the proper use of traffic control markings and devices in order to provide a safe, high-quality, and efficient transportation system. Responsible for overseeing and managing the proper use of manpower and equipment so that budgetary restraints are met and managing the highway system related to traffic control markings and devices during routine maintenance operations.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Identifies training needs of subordinate supervisors; ensures training is completed; may conduct training for subordinate supervisors and/or their assigned staff.

  • Develops performance plans with subordinate supervisors.

  • Participates in employee hiring, firing, disciplining, coaching, and development in order to maintain an effective workforce.

  • Oversees supervisors in the scheduling and utilization of people, materials, equipment, and resources in order to accomplish the core work done by the Traffic Program.

  • Works with subordinate supervisors when there are issues with a project.

  • Directs, monitors, and evaluates District traffic striping, signing, and electrical technicians.

  • Performs utility locates.

  • Communicates and collaborates with upper management, the general public, vendors, other WYDOT programs, state agencies, and local governments, as necessary, in order to facilitate resolutions to issues.

  • Ensure that work is completed on time, on budget, safely, and at acceptable quality levels.

  • Assists in selecting and locating new signs and electrical devices along with the District state highway system.

  • Maintains current inventories of traffic control devices throughout the district.

  • Performs inspection of traffic control-related devices, electrical, and lighting on completed construction projects.

  • Assists in preparing the District Traffic Budget.

  • Utilize ERP to run reports to confirm fiscal accountability of assigned crews' annual work plan.

  • Provide procedural and technical advice to electrical, striping, and signing crews in regards to all areas of their work.

  • Performs locates of WYDOT infrastructure for traffic control-related devices, electrical and lighting

  • Reviews traffic control-related devices, electrical, and lighting on construction plan sets.

  • Continues to gain knowledge on technical aspects relevant to the traffic program.

  • Completes all training and certification necessary to work in each crew.

Qualifications

PREFERENCES:

Preference may be given to those applicants with supervisory experience.

KNOWLEDGE:

  • Knowledge of highway maintenance and traffic operations

  • Knowledge of equipment operations and safety procedures to train new employees.

  • Knowledge of department policies concerning maintenance, traffic, management systems, manuals and standards, traffic control, and safety practices.

  • Knowledge of pavement markings, signing, and electrical traffic control devices.

  • Knowledge of state personnel rules and principles, processes, and procedures

  • Ability to communicate verbally and in written format to interdepartmental branches, governmental agencies, private industry, and the general public.

  • Ability to efficiently schedule, counsel, and guide resources within the work unit.

  • A bility to proficiently utilize the following: AgileAssets, PeopleSoft, Microsoft Suite, and Google applications.

  • Skills in leadership, problem-solving, decision-making, communication, and interpersonal relations.

  • Advanced computer skills

MINIMUM QUALIFICATIONS:

Education & Experience Substitution:

4-7 years of progressive work experience (typically in Highway Maintenance/Highway Construction) with acquired knowledge at the level of a Highway Maintenance Supervisor I

Certificates, Licenses, Registrations:

Class A Commercial Driver's License

Education:

Bachelor's Degree (typically in Management)

Experience:

1-3 years of progressive work experience (typically in Highway Maintenance/Highway Construction) with acquired knowledge at the level of a Highway Maintenance Supervisor I

Certificates, Licenses, Registrations:

Necessary Special Requirements

PHYSICAL WORKING CONDITIONS:

  • Individuals in this classification will be subject to random drug and alcohol testing.

  • Individuals in this classification must be available for emergency work calls at any time, including nights, weekends, and holidays. Individuals must report to the shop within 30 minutes of receiving the call. Acceptance of an appointment to this classification signifies that the individual is aware of this requirement and will comply. Failure to be available for emergency work without an acceptable excuse will be grounds for immediate disciplinary action and possible dismissal.

  • Occasional use of manual and powered hand tools.

  • Daily use of motor vehicles and/or heavy equipment.

  • Frequent exposure to hazardous materials.

  • Ability to sit/stand and operate equipment for long periods.

  • Ability to lift and/or carry 50 pounds independently.

  • Work outdoors for extended periods in adverse environmental conditions.

  • Occasional overnight travel is required.

  • Employees would only be eligible for one (1) hiring bonus in a 12-month period.

  • If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
