Job Description

The HIE Operations Manager will oversee the day-to-day operations of Pennsylvania's Patient and Provider Network (P3N), in close coordination with the Project Manager and Technical Manager. The HIE Operations Manager will draw from a background and thorough understanding of project management principals and healthcare IT implementations to plan, monitor, track, communicate, and measure status of operations within the overall contract.

Key Responsibilities

  • HIE Operations Manager will oversee the day to day business of operational systems, processes, and infrastructure while looking for opportunities of improvement or revision

  • HIE Operations Manager will oversee Tier 1 and Tier 2 support who provide 365X24X7 service to clients and be management escalation for operational issues

  • Raises and tracks issues and conflicts, remove barriers, resolve issues of medium complexity involving stakeholders and escalate to appropriate level when required

  • HIE Operations Manager will lead after-hours maintenance activities in accordance to the approved O&M Standard Operating Procedures for assigned HIE account(s)

  • Collaborates with implementation and product development team members to ensure seamless transition during new client onboarding to operations support

  • Works closely with management team to ensure all operational, administrative, and compliance functions within the HIE Practice are being properly executed in accordance to regulatory-based best practices

  • Will develop, implement, and refine operational procedures and policies

  • Contribute to development of products and services to HIE requirements within the specified resources

  • Will contribute in the facilitation of the definition of goals, approach, and make adjustments within the constraints set to achieve the optimum results; including discovery sessions to refine requirements to meet the needs of the client.

  • Effectively communicate and build a trusted relationship with stakeholders.

  • Collaboratively engage with the client and stakeholders to ensure alignment with strategic objectives.

  • Produce business-related deliverables

  • Will aid in facilitating working conditions that permit personnel to implement the development and implementation work in the most cost-effective manner

  • Participate in hiring and staff planning management, analyzing training needs/requirements

  • Develop process maps and other documentation that easily communicate complex business and technical workflows.

  • Assist the Project Manager and Technical Lead with management of subcontractors and vendors to ensure operational tasks are achieved according to stated milestones, durations, and quality expectations

  • Ensure the assigned HIE account(s) is in continuous compliance to contract (e.g., Service Level Agreements, reporting requirements) and Cognosante performance requirements

  • Plays a significant role in long-term planning, project status reporting, and implementing change control processes

  • Oversees and reports weekly, monthly, quarterly, and annual metrics

  • Identifies trends and assess opportunities to improve processes and execution

  • Stays up to date on industry regulations, trends, and technology

  • Provide status reports both verbally and written

  • Manage external and internal project quality compliance, including risk and issue management, root cause analysis, implementation of corrective/preventive actions, compliance with Cognosante corporate standards, and continual process improvement efforts

  • Assist the Project Manager and Technical Lead with the overall management of the program where needed

  • As a product owner, develop, plan and prioritize integration and data analytic work using Jira

  • Identify and document and potential opportunity for enhancements to the platform

  • Manage the MPI Data Steward process and workflow

  • Manage and identify MPI Tuning opportunities to support patient identity data quality

  • Oversee all new data source onboarding

  • Assist the Cloud Engineering team with certificate management and server patching

  • Document and plan upcoming development releases as necessary

  • Coordinate User Acceptance Testing as required

  • Assist in planning, execution, and documentation of annual Disaster Recovery Exercise

  • Ensure all user access control is monitored and actioned to meet compliance with program and HITRUST requirements

Required Qualifications

  • Bachelor’s Degree (advanced degree preferred); Work experience may be substituted in lieu of degree

  • Minimum five (5) years managing or implementing infrastructure projects such as network implementations, server upgrades and/or deployments, healthcare systems development and implementation projects

  • Minimum five (5) years of healthcare information systems work experience

  • Proven record of accomplishment in the use of MS Project, Excel, Word, PowerPoint, and SharePoint

  • Experience with Health Information Exchanges (HIEs), preferably InterSystems HealthShare

Preferred Qualifications

  • Experience working with a variety of computer operating environments (i.e. AWS) and web-based solutions

  • Experience with HIT / HIE and industry Standards (e.g. IHE, HL7, FHIR, Sequoia, NCPDP, CMMI, NIST) preferred

  • Experience with projects implementing EHRs such as Cerner, Epic, Meditech, McKesson, Allscripts Pro, eClinicalWorks, NextGen or other health care practice management tools a plus

  • Certified PMP. ScrumMaster preferred

  • Experience working with delivery quality assurance principles and appropriate procedures relevant to area

  • Working knowledge of HIPAA, ARRA, ACA, and other security requirements

  • Strong customer relationship capabilities and problem-solving skills

  • Ability to foster collaborative work in dynamic team environment

  • Demonstrated success in managing complex program task prioritization, planning, staffing, scheduling and conflict resolution

  • Strong communicator (written and verbal) with ability to present to small and large groups

  • Proven ability to interact effectively with diverse stakeholders

  • Excellent active listening skills a must

  • Strong organizational and planning skills, along with attention to detail and ability to effectively manage multiple complex technical activities

  • Project management experience using agile (Scrum) and waterfall methodologies

  • Ability to be a self-starter and work independently

  • Strong problem analysis and solution expertise

  • Ability to identify conflict and facilitate resolution

  • General understanding of methods and tools for software development, and engineering processes

  • Ability to work well under pressure

  • Ability to demonstrate presence, quickly build trust and gain credibility within the organization

  • Ability to manage large or multiple projects, handle multiple tasks simultaneously, and to switch between tasks quickly

  • Strong people management skills, gained through managing and developing teams

  • Ability to work in a team environment

  • Ability to work at both a strategic and operational level

  • Ability to assess potential problems and make sound judgments around issues that may have an adverse effect on the business

Compensation

$111,600.21 - $178,562.52

The pay range for this job is determined by various factors, including but not necessarily limited to location, responsibilities of the job, and alignment with market data. When determining a salary for this role, the following factors may be taken into consideration - contract-specific affordability, education, knowledge, skills, competencies and experience. The estimate displayed represents the salary range for this position and is just one component of Cognosante’s total compensation package for employees.
