Summary This position is located in the Office of Research and Development (ORD), Veterans Health Administration (VHA), VA Central Office under the Health Services Research and Development (HSR&D) Service within the Quality Enhancement Research Initiative (QUERI). This vacancy may be filled in Washington, DC or a VA location to be determined. Responsibilities This job announcement will remain open for 9 calendar days. The overall mission of QUERI is to improve Veteran health by supporting the more rapid implementation of effective clinical practices into routine care. The QUERI Strategic Plan aims to accomplish three major goals in support of its mission: (1) Rapidly translate research findings and evidence-based treatments into clinical practice; (2) Increase impact of VA research findings through bi-directional partnership, rigorous evaluation, and communication; and (3) Make VA a national leader in promoting a learning healthcare organization through innovative implementation science. The incumbent reports to the Director, QUERI, for both scientific and administrative activities related to the position. Duties include, but are not limited to: Initiating the review process and recruiting and assigning reviewers for Quality Enhancement Research Initiative (QUERI) field program. Managing the review process using eRA Commons and scientific review panels. Monitoring and completing regular reporting requirements including Office of Research and Development (ORD) documentation requirements. Coordinating, analyzing, documenting, and providing oversight to assigned special projects. Conducting detailed analyses of organizational functions and processes using various analytical tools to measure and evaluate data. Interpreting results from studies and developing statistical and narrative reports and graphs. Analyzing data from a wide variety of sources using state-of-the-art analytic techniques. Managing QUERI performance management. Assessing data and determining the most effective and efficient method and approach to met management needs and/or requirements. Writing and editing technical and guidance documents based on research and analyses, including solicitations. Applying business process re-engineering concepts and methods to identify opportunities for improvements. Evaluating and monitoring progress on completion of intermediate deliverables and deadlines. Monitoring QUERI program, evidence synthesis program centers, and partnered evaluation progress and performance, identifying gaps, updating policies and procedures, and producing concise and accurate summaries of meetings. Developing and maintaining database of QUERI field programs, partnered evaluations and other project reviewers organized by Designated Research Expertise (DRE), Designated Research area (DRA), and areas of interest in accordance with HSR&D/ORD policies. Reviewing and making recommendations for nominations of steering committee members of QUERI field programs and partnered initiatives. Serving as an advisor to the QUERI Director on a wide range of topics including strategic planning, QUERI program operations, performance measures and productivity, and organizational improvements. Ensuring responsible fiscal stewardship through regular monitoring of the program, partnered initiative, and project budgets. Individual Occupational Requirement You may qualify based on the required education as described below: Education You must possess a bachelor's or graduate/higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education(external link) (https://www.opm.gov/leaving/index.aspx?link=http://ope.ed.gov/accreditation/) at the time the degree was obtained. AND Specialized Experience You may qualify based on your experience as described below: You must have one year of specialized experience equivalent to at least the next lower grade GS 12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: 1) Experience with the peer review process and scientific project management as it relates to medical research 2) Analyzing research data and generating related reports; 3) Conducting complex qualitative and quantitative analytical studies related to research; 4) Knowledge of evaluation and scientific design, data collection, and analysis methods used in health services and implementation research; 5) Developing policies and procedures for administration of a research program; 6) Writing, editing and communicating complex scientific and policy analysis concepts. 7) Experience in performance management Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level.
