Office of the Secretary of the Interior Financial Background Investigator in United States
Summary The National Indian Gaming Commission's primary mission is to work within the framework created by the Indian Gaming Regulatory Act (IGRA) for the regulation of gaming activities conducted by tribes on Indian lands to fully realize IGRA's goals: (1) promoting tribal economic development, self-sufficiency and strong tribal governments; (2) maintaining the integrity of the Indian gaming industry; and (3) ensuring that tribes are the primary beneficiaries of their gaming activities. Responsibilities The Financial Background Investigator is a remote (works from home) position working in the Finance Division under the direct supervision of the Background Investigations Manager. The investigator will conduct both financial and background investigations, of individuals and entities with a financial interest in, or management responsibility for, management contracts entered into between tribal governments and prospective management contractors. Major duties at the full performance level include but are not limited to the following: Conducts financial background investigations of complex individuals and entities with a financial interest in, or management responsibility for, management contracts. The investigation will include a financial analysis of bank accounts, tax returns, investment accounts, investment documentation corporate financial records and other pertinent documents. Conducts on-line and in person searches regarding individuals and entities, which may include criminal and investigative record checks of the FBI database, commercial searches, court records, federal, state and local law enforcement agencies. Reviews and analyzes the information obtained. Conducts in-depth and potentially contentious investigative interviews separately or in coordination with other investigators. Prepares detailed investigative reports for review by agency personnel and NIGC Chairman for use in determining the suitability of the management contract. Act as a lead investigator of major investigations, coordinating the timeline and assignments of a submission under the direction of the Background Investigations Manager. Prepares and submits activity reports, summaries of time utilization and other reports as required. Attends staff meetings as requested and provides reports to keep the Commission abreast of developments in pending investigations. Maintains complete and accurate records of all expenses incurred and submits requests for reimbursement in a timely manner. Maintains the security of all files (digital and physical) in compliance with agency policies including annual security and privacy training. Provides assistance to tribal governments, management contractors, law enforcement, gaming regulatory agencies and other interested parties regarding the IGRA, NIGC regulations policies which govern the conduct of background investigations. Perform ad-hoc projects & other duties as required. Salary Information: GG-12: $86,962 - $113,047 GG-13: $103,409 - $134,435 The posted salary is that for locations that do not fall within a specific pay locality table. Your final salary would be determined based on where you live. Competitive Civil Service status is not acquired under this appointment. New appointees to the Federal Government must serve a two year trial period. Merit promotion procedures do not apply. Education: A Bachelor's degree (or higher level degree) in finance, business administration, economics, accounting, or other related fields from an accredited college or university. GG-12 Experience: In addition to meeting the education requirements, to qualify for the GG-12 level, you must have at least 3 years of experience conducting background investigations, analyzing financial or economic data, or conducting other types of investigations. Proficiency with Word, Excel and other Microsoft Office applications is required. Experience working in Indian Country, or with Indian Gaming is preferred, but not required. GG-13 Experience In addition to meeting the education requirements, to qualify for the GG-13 level, you must have at least 5 years of experience conducting background investigations, analyzing financial or economic data, background searches or conducting other types of investigations. Proficiency with Word, Excel and other Microsoft Office applications is required. Experience working in Indian Country, or with Indian Gaming is preferred, but not required.
