Class Summary

Assigned to: Human Resources

Incumbent is responsible for Citywide employee communication, engagement, and development as a centralized function of Human Resources.

REPORTING STRUCTURE:

Receives general guidance from the Human Resources Manager or higher-level management.

Typical Class Essential Duties

  1. Assists Human Resources Manager with organizational leadership development needs; creates and delivers programs intended to increase employee engagement and to develop employees in their positions.

  2. Assists with timely internal Citywide communication and collaborates/coordinates with other Citywide teams to identify communication needs to assist delivering a variety of messages within the organization.

  3. Develops and edits content for a variety on internal communication channels (i.e. leadership memos, emails, social media posts, infographics, and events).

  4. Creates inclusive communication strategies and content to advance initiatives and programs in the Support Services Department.

  5. Designs, implements, and maintains programs focused on career growth and development for employees to map out their career with the organization.

  6. Recommends and assists in the implementation of goals and objectives connected to communication, employee engagement, and development programs and initiatives.

  7. Assists with budget preparation and administration for Human Resources related expenses; prepares costs estimates and justifications for budget items; and monitors expenses to align with budget allocated.

  8. Provides recommendations and strategies to improve communication with employee groups and expand employee development programs.

  9. Monitors and evaluates the effectiveness of programs that promote employee engagement and development by having a systematic method of tracking, compiling, and analyzing the data.

  10. Keeps current on trends and innovations with employee engagement, communication, and development.

  11. Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor.

  12. Performs other duties of a similar nature or level.

Training, Experience & Certifications

EDUCATION and EXPERIENCE

• High school diploma or equivalent (G.E.D.) required.

• Associate’s or bachelor’s degree in human resources, communication, public administration, or a closely related field preferred.

• Minimum of three years of increasingly responsible experience in human resources or a related field involving communication and employee development or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed below.

LICENSING and CERTIFICATIONS

• Possession of, or ability to obtain, a valid Wyoming driver’s license preferred.

• Certification in Employee Engagement or Certified Professional in Training Management (CPTM) is desirable.

Employment with the City of Casper is contingent upon a successful background screen and pre-employment drug test. Applicants who have failed a pre-employment screen or have been terminated from the City of Casper are ineligible for employment consideration for 12 months. As a condition of employment, the successful candidate must utilize direct deposit for payroll purposes.

Driving records are required for all new employees regardless of the position's driving requirements. If the employee has not held a Wyoming driver's license for the last three years, the employee must provide at their own initiation and expense a driving record from their previous state(s) of residence.

Physical and Environmental Conditions:

City of Casper employees in data creation and modification, security sensitive or safety and protective positions are subject to pre-employment drug testing. Some employees may be subject to random drug testing if their responsibilities include:

• Emergency response/rescue

• Handling or working with hazardous materials, including chemicals as well as solid and liquid waste

• Operating or maintaining water and wastewater systems

• Writing or modifying code, maintaining or modifying City data systems including work on networks, servers, and communication systems

• CDL operations and driving

• Operating power-driven machinery or equipment

• Creating or modifying health, financial, security and or risk documents or assessments

• Working with or directing minors

Positions in this class typically require stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, seeing and repetitive motions.

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Incumbents in this position work indoors in an office environment and are subject to the common noises associated with office work including telephones, copiers, and printers. The position requires frequent sitting, typing, and customer contact, both by telephone and in person. This position requires attention to detail and ability to have mental focus.

Paid Time Off (PTO): The City of Casper (City) recognizes that a period of leisure, or recreation, away from the job is beneficial. A new full-time employee will receive an advance of 80 PTO hours on their start date. Each full-time employee’s PTO accrual is limited to a total of 720 hours, which equates to 18 weeks (40-hours per week) of PTO.
