Description

The County of San Mateo Human Resources Department seeks qualified candidates for the position of Employee and Labor Relations Division Manager.

This is an excellent opportunity for an exceptional leader who is committed to the overall strategic management of Countywide employer-employee relations and labor relations programs to manage the day-to-day operations of the Employee and Labor Relations Division in Human Resources. This Human Resources Manager II will supervise a team of Employee and Labor Relations Analysts and a Human Resources Technician who support client departments on all matters involving employee and labor relations, will handle the more complex cases or issues, and will train and assign work to assigned staff. As a division manager, this position consults and collaborates with County departments, employees, labor organizations, and the public on relevant aspects employee and labor relations, which have countywide impact.

This is a Department Promotional Only Recruitment. Examples Of Duties

Duties may include, but are not limited to, the following:

  • Plan, direct, monitor, and evaluate the effectiveness of comprehensive human resource-related functions and programs with a Countywide impact, including needs assessment, program design and planning, implementation, evaluation, and regulatory enforcement.

  • Interview, select, hire, train, supervise, and evaluate division staff.

  • Write and review policies, procedures, and methods relative to the Employee and Labor Relations Division and formulate, recommend, and/or implement actions for program improvement.

  • Meet with department and agency managers and staff on human resource issues affecting assigned program.

  • Interpret and explain provisions of applicable laws, rules, policies, and agreements to County management, employees, employee organizations, and the public.

  • Assist in the selection and management of vendors, consultants, and service providers and oversee compliance of consultants and vendors with contract provisions.

  • Advise managers and employees on County procedures and existing policies relative to employee and labor relations.

  • Participate in the establishment of strategic short-term and long-range program plans.

  • Assist in the development of the program budget.

  • Prepare detailed and professional reports and other written communications, including policies and procedures, executive summaries, and statistical data.

  • Prepare and deliver oral presentations designed to educate and explain program services.

  • Meet and/or negotiate with representatives of employee organizations.

  • Collaborate with information systems staff to identify and evaluate the systems and database needs of the Employee and Labor Relations Division and implement new systems or changes as necessary.

  • Perform other related tasks as necessary.

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

  • Four years of progressively responsible professional-level experience in the field of Human Resources within a public sector environment, including two years performing supervisory duties.

Knowledge of:

  • Principles and practices of public administration, and program management, including planning, implementation, and evaluation.

  • Principles, theories, and practices of human resource management relative to employee and labor relations.

  • Personnel management principles and techniques, including interviewing, selection, training, supervision, evaluation, motivation, discipline, and staff development.

  • Information systems applications relative to the Labor and Employee Relations Division.

  • County policies and procedures, including the Civil Service Rules, labor contracts, County Ordinance, County Charter, departmental regulations, and pertinent State, Federal, and local laws relating to human resource management.

  • Principles and effective negotiating techniques.

  • Research and analysis methods and principles.

  • Techniques for conducting effective public presentations.

  • Industry trends relative to employee and labor relations.

Skill/Ability to:

  • Plan, organize, direct, manage, and evaluate employee and labor relation programs.

  • Supervise, train, and evaluate subordinates and set workload priorities under pressure of deadlines.

  • Prepare complex and detailed written reports, program policies, procedures, and contracts.

  • Gather and analyze data and make effective recommendations to address moderate to complex human resource problems.

  • Comprehend written material and interpret, apply, and explain County policies, labor contracts, and other relevant State, Federal, and local policies, procedures, laws, and regulations.

  • Establish and maintain effective working relationships with a diverse group of individuals contacted during the course of work, including employee groups and labor representatives.

  • Effectively utilize automated information systems.

  • Communicate well to a diverse audience, both orally and in writing and write clear, concise, and professional reports, memos, and other correspondence.

  • Analyze and calculate numerical data.

  • Maintain a participatory management style while promoting differing viewpoints and persuasively working towards a consensus among individuals.

  • Organize and prioritize work, manage deliverables within schedule, and communicate delays as necessary.

  • Takes reasonable risks and proactively seek innovative solutions or changes within established guidelines.

  • Learn complex human resource systems, including online application tracking, benefits administration, and other electronic file management systems.

This is a Department Promotional Only Recruitment. The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental question. Candidates who pass the application screening will be invited to a panel interview (weight: 100).

Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification.
