Diversity Program Compliance Manager

POSITION DETAILS

Queensborough Community College, part of the City University of New York, invites applications for the position of Diversity Program Compliance Manager in the Office of Equity, Inclusion and Belonging (OEIB).

OEIB strategically partners with constituencies across Queensborough to operationalize the College’s commitment to producing equitable outcomes for students, staff, and faculty. OEIB is charged with oversight of the College’s Title VI and Title IX programs and policies. In addition to ensuring compliance with federal, state, city and CUNY policies and laws, OEIB provides programming and learning opportunities to develop the knowledge and skills needed to identify, understand and address existing equity and inclusion gaps. OEIB also strives to serve as a hub for community-building that will help foster a sense of belonging for the College’s many diverse populations.

OEIB seeks a Compliance Manager. Reporting directly to the Assistant Vice President for Equity, Inclusion and Belonging and Chief Diversity Officer, the Compliance Manager will triage reports, investigate allegations of conduct violating policies such as the CUNY’s Policy of Sexual Misconduct, and the Equal Employment and Non-Discrimination Policy. The Compliance Manager will draft reports of their investigative findings, deliver compliance training to faculty, staff and students; as well as track data related to outcomes and trends. This position will regularly work with campus Public Safety, the Office of Community Standards, Human Resources and the College’s Labor and Legal Designee, to perform the duties outlined below.

In addition to the duties outlined in the CUNY Title Overview, responsibilities include:

Receive, review, document and assist in the triage of complaints.

Track complaints, outreach, and outcomes, and analyze data to identify trends.

Manage intake, interviews, and documentation of evidence

Conduct neutral, thorough, and impartial investigations of all cases within required timeframes.

Produce comprehensive investigative reports that identify the relevant issues and applicable policies; and present evidence to support factual findings as they relate to the issues and policies under consideration.

Regularly update the Assistant Vice President on investigations and maintain timely communication with all parties.

Maintain confidentiality and professional relationships in dealing with sensitive information.

Create and present educational programming and training across all campus populations.

Assist in compliance requirements, including tracking all components of a complaint from the point of receipt to the final resolution

Assist with reporting requirements, including data collection for CUNY, city, state, and federal agencies

Maintain current and accurate understanding of CUNY policies and federal, state and local laws including Title VI, Title IX, 129-B, Cleary Act, and related policies and laws.

Attend trainings and applicable professional development.

Other duties as assigned.

Ability to be present some evenings andweekends, as needed.

The position is currently hybrid and requires some on-site work, and is subject to change.

QUALIFICATIONS

Bachelor's degree and six years' related experience required.

PREFERRED QUALIFICATIONS

J.D. or degree or certification in a related field.

Advanced knowledge of relevant laws (i.e. Title IX, Title VI, ADA, etc.).

Experience conducting interviews and investigationsresulting in written reports, with a focus on Title IX and/or civil rights cases.

Experience developing and leading educational programming and/or compliance training

Demonstrated complex problem-solving capabilities and responsiveness in emergency situations.

Strong organizational skills with a demonstrated ability to meet deadlines

Excellent written, interpersonal, and verbal communication skills.

Demonstrated ability to work effectively with individuals and groups with various organizational roles and from a variety of identities, cultures, backgrounds, and ideologies, including personal and social orientations

CUNY TITLE OVERVIEW

Manages diversity policies, procedures, and initiatives to support CUNY's strong commitment to a diverse and respectful workplace.

  • Oversees the implementation, administration, and communication of diversity programs

  • Collaborates with the college Chief Diversity Officer and campus management to develop and implement programs, prepare plans and reports, perform internal compliance audits, and resolve questions and concerns

  • Prepares and trains on CUNY compliance mandates and relevant city, state, and federal statutes such as Title VII, Title IX (Sexual Harassment Policies), Section 504, and the Americans with Disabilities Act

  • Collects, analyzes, and prepares reports, identifying and presenting findings, patterns and trends, and recommending college policy and procedural changes

  • Performs related duties as assigned.

COMPENSATION AND BENEFITS

$ 86,645 to $96,602.

Salary commensurate with education and experience.

IMPORTANT NOTICE: Health Plan Coverage for Employees Hired on or after October 1, 2022 City of New York employees and employees of Participating Employers and their eligible dependents hired on or after October 1, 2022 will only be eligible to enroll in the EmblemHealth HIP HMO Preferred Plan and must remain in the HIP HMO Preferred Plan for the first year (365 days) of employment. After 365 days of employment, the employee will have the option of either remaining in the HIP HMO Preferred Plan or selecting a different health plan within 30 days before the end of the 365th day period.

If a new health plan is selected, the new plan will be effective on the 366th day.

Only after the 365th day can the employee participate in any Annual Fall Transfer Period. An employee who needs to request an extension from the required enrollment in the HIP HMO Preferred Plan can do so by submitting a HIP HMO Opt-Out Request Form to EmblemHealth. an employee, or eligible dependent, must meet certain criteria and the request must be approved by EmblemHealth before the exemption is granted. The HIP HMO Opt-Out Request form and HIP service area are available on the EmblemHelath website.
