National Agricultural Statistics Service Deputy Director, Field Operations in United States

Summary These Deputy Director positions are located in the USDA, National Agricultural Statistics Service. The positions are remote positions working from a home office with the occasional need to meet face-to-face with stakeholders within the region. The selectee must reside in one of the following geographic states listed: AR, CA, CO, GA, IA, KY, MI, MO, NE, PA, TX, WA or National Capital Region (NCR). An exception to this requirement may be possible. Responsibilities Enforce security regulations to protect statistical data collected within the Region; ensure the proper maintenance, preservation, and disposal of all official statistical records. Direct the preparation of instructions needed to implement office program policies and procedures and adapt them to the agricultural practices or special situations in the Region. Manage the overall operation of the office making determinations regarding workload, staffing, budget, and equipment and recommend modifications. Serve on various Departmental, Agency-wide, and interagency committees. Serve as the primary spokesperson for the Agency within the State, establish and maintain liaison with decision-makers at all levels of State and local government. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time-in-grade restrictions apply for all candidates considered under merit promotion procedures and must be met by 11:59 pm Eastern Time on the closing date of this vacancy announcement. Basic Requirements: 1. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. OR 2. Combination of education and experience: courses as shown above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. AND In addition to the basic requirement above, all applicants must meet the following minimum qualifications: Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-15 includes one year of specialized experience comparable to GS-14 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience planning and conducting surveys and statistical research projects or programs; reviewing the effectiveness of statistical policies; and recommending modifications to improve statistical techniques. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100. If selected, you will be required to submit Form OGE-450 within 30 days of your initial appointment date, and annually thereafter. Selectee is subject to financial Disclosure Requirements in accordance with 5 CFR, Part 2635, Sub part E regarding business or personal transactions with applicants, borrowers, or business contacts who have or who are seeking business with this Agency. Selectee must be able to obtain and maintain a security clearance. If selected you will be subject to a National Agency Check and Inquiry (NACI) and a credit report. Selectees will be required to establish residency within the identified geographical area with 30 days after notification of tentative offer. Failure to do so will impact HR's ability to finalize any offer of employment. The incumbent is subject to reassignment to other NASS State, Regional or NASS Headquarters Offices, contingent on the needs of the Agency.
