The primary purpose of this position is to analyze Air Force enterprise-wide installation complex data to determine the best investment strategy for Air Force built infrastructure assets (including entire installations) in support of the Installation and Mission Support Center, Secretary of the Air Force, HQ USAF, MAJCOM, and installation commanders. Responsibilities The position supports the centralized Activity Integration for Air Force Installation and Mission Support. The position is a Basing and Beddown Analyst within AFIMSC Basing and Beddown branch of AFIMSC. AFIMSC serves as the single intermediate-level headquarters staff supporting AF-wide installation and expeditionary support activities. In any given year the Air Force processes nearly 100 basing actions across the enterprise. These actions span from minor functional movements of a few personnel to major weapon system acquisitions in the billion plus dollar range. Fundamental to Air Force strategy, basing decisions result in a significant resource investment - or possibly divestment - and directly impact the Air Force's ability to execute the mission. The position's role within AFIMSC is uniquely positioned to provide an objective enterprise-wide look to help Air Force decision makers understand the value of various candidate locations. The results of the analysis and research will serve to position forces properly, program projects appropriately and execute consistently, and in turn the Air Force will be less likely to experience cost overruns which put at risk other facilities programs. This position will use and leverage the capability of data analysis tools (ATLAS) to perform many bed down analyses on-site and virtually, working directly with MAJCOM components and the local AFIMSC detachment. Growth and success in this position will require individual development in data visualization software operating capabilities, achievement of accurate and timely decision recommendations for a variety of bed down like scenarios, and overall improvement of the new mission bed down process to accelerate operational capabilities. The position will be responsible for in-depth program management, enterprise analysis and integration of installation data and information to develop investment strategies that meet strategic goals and support Air Force Missions. 1. Develops standard planning products (methodology and tools) and provides support to installations, MAJCOMs, and AFTMSC on installation complex planning to determine the highest and best use of an installation's built and natural assets. 2. Plans, programs, and manages Air Force Enterprise Planning, Installation Planning, and Basing Analysis Support programs and program related data. 3. Strategic Program Analysis: Develops strategic goals and plans for accomplishment. 4. Communicates critical issues to staff agencies, installations, and superiors. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner. OR Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Specialized experience includes; collecting, interpreting, and analyzing data to develop enterprise and unique planning and investment strategies for infrastructure assets; developing and presenting recommendations for courses of action; formulating comprehensive installation, area, and site planning guidance, procedures, and policies; preparing short and long range fiscal budgets and when needed recommends solutions for planning challenges; and managing projects to completion within contract cost, schedule, and budget. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of principles, concepts and techniques of all community planning activities and civil engineering missions, policies, and objectives. 2. Professional knowledge of engineering and/or planning principles, methods, and Air Force investment processes for the development of an installation and public complex. 3. Thorough knowledge of Air Force Encroachment Management (AFEM), Air Installation Compatibility Use Zone (AICUZ) and Noise Programs. 4. Skill in evaluating state-of-the-art scientific and engineering technologies and incorporating into the planning, design, operation, maintenance, repair and upgrade of installation building development and natural infrastructure. 5. Skill in communicating ideas orally, in writing, or by means of sketches drawings and other computer software tools (i.e. CADD, GIS) the mission and goals of the installation as related to community planning decisions and practices. 6. Skill in defining project requirements and managing projects to completion within the contract schedule, budget, and scope. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
