Required Minimum Qualifications:Bachelor's degree and 2 years of related experience

Preferred Qualifications:Master’s degree.

Degree in Community Development, Community and Regional Planning, Public Administration, Sociology, Public Policy, or closely related field.

Experience in local government planning and/or administration (i.e. city planner, city manager, or related).

Experience with interpreting state laws as they impact local government administration.

Experience in community development and/or community housing.

Experience in adult education, educational program preparation, and presenting to the public.

Job Description:

The Community and Economic Development (CED) program with Iowa State University Extension and Outreach seeks qualified candidates for a Community and Economic Development Extension Specialist II – Local Government and Housing.

CED Extension Specialists work within the Knowledge Teams of the CED program unit – teams comprised of faculty and specialists throughout the state – to develop educational curricula, deliver educational programs, and provide facilitation, consultation, and technical assistance to various audiences throughout Iowa.

The successful candidate for this specific position will work as a member of the Local Government and Housing Knowledge Team to:

  • Deliver existing successful educational programs such as training for local planning and zoning officials, Rural Housing Readiness Assessment, open meetings and open records, board development, local government budgeting and finance, and others.

  • Work with the Local Government and Housing Knowledge Team to support the development of high-quality education programs like those mentioned above that meet the needs of local governments in Iowa.

  • Network and collaborate with city and county governments, regional councils of governments, and others in Iowa to assess educational needs, conduct effective cooperative educational efforts, and provide subject matter support to these networks to build community capacity.

  • Secure resources (contracts, grants, fees) to support programming.

The successful candidate will possess exceptional analytical, public relations, and written and verbal communication skills to effectively represent community economic development programs and outreach to the public. The candidate will be able to prioritize multiple ongoing tasks concurrently to ensure immediate deadlines are met. Outstanding organizational skills and strong attention to detail will be needed to be effective in this role. The individual in this role will be comfortable presenting information in front of groups of people and answering any questions they may have. Continuing learning will also be very important in this role.

Statewide travel will be required in this role.

The primary office location for this position will be a county extension office in the state of Iowa and the location will be dependent on the successful candidate and office availability.

This is a three-year, fixed term position with the opportunity for renewal.
