GENERAL DESCRIPTION:
The Office of State Lands and Investments (OSLI), an agency committed to effectively managing natural resources and funds for current and future generations, seeks a Commercial Leasing Program Manager within the Trust Land Management Division. The Commercial Leasing Program Manager may supervise and direct subordinate positions and provides commercial leasing support related to land management procedures and administration, including knowledge of applicable rules, regulations, and statutes related to the management of approximately 3.4 million acres of State Trust Land. The Commercial Leasing Program Manager proactively manages wind energy, carbon capture and storage, commercial, industrial, recreational, and ecosystem services leasing opportunities and associated revenue generation on State Trust lands. Additionally, this position is responsible for reviewing, commenting, and making policy recommendations for land use planning and actions that affect the OSLI’s overall land portfolio.
This position is located in Cheyenne, Wyoming. Cheyenne is a full-service community, home to over 60,000 residents. Cheyenne is near four-season outdoor recreation areas, including the Snowy Range and Medicine Bow National Forest, and home to world-class rock climbing at Vedauwoo. In addition, the location provides convenient access to the Colorado Front Range communities, including Fort Collins and Denver, and Denver International Airport. Wyoming is one of only seven states with no state income tax.

Provides leadership to the Commercial Leasing Team.
Receives, analyzes, researches, and processes leasing applications.
Creates leasing contracts and memorandums.
Reviews, comments, and provides recommendations on planning documents and actions.
Provides written and oral comments to the community, and local, state, and federal agencies.
Performs a variety of tasks in both long and short-range planning for various programs.
Collects and compiles data, market analysis, and recommendations relating to the feasibility of undertaking specified land transactions, leases, easements, and land-use decisions.
Performs research studies for special assignments involving state or federal legislation, statutes, or policy issues: including gathering data and creating special reports.
Manages activities related to the termination, expiration, and relinquishment of leasehold rights regarding renewable energy leasing; manages lease term extension and amendment activities; researches, analyzes, and interprets technical and legal documents.
Assists in the development of agency internal policies, rules, and regulations and assists in coordinating the rule and regulation adoption processes to ensure compliance.
Represents the Agency and acts as a liaison with other agencies and organizations.
Composes detailed correspondence and matters for the Board of Land Commissioners' review and consideration.
Makes oral reports to the Assistant Director, Director, or Board of Land Commissioners upon request.
Review intake materials or field assignment materials before assignment of tasks to subordinates within the division.
Examines and reviews reports prepared by subordinates, consultants, or specialists.
Explains agency policies, procedures, and practices of the Board of Land Commissioners to individuals or groups.
Manages data in the Surface Land Asset Management System (SLAMS) database.
Guides and supervises the calculation, billing, and distribution of funds derived from commercial leasing.
Qualifications
PREFERENCES/**AGENCY REQUIREMENTS:
Preference may be given to candidates with experience in land management and/or energy development.
Preference may be given to candidates with experience in database management.
**Must have a valid Driver's License.
KNOWLEDGE:
Knowledge of principles, concepts, and practices of real estate laws, split estate laws, marketing, appraisal, valuation transactions, and negotiations.
Knowledge of statutory requirements, agency rules, and regulations governing subsurface and surface leasing.
Knowledge of state and federal regulations and environmental laws.
Knowledge of land use planning and real estate development.
Knowledge of basic accounting principles.
Knowledge of industry and agricultural customs and terminology.
Knowledge of Microsoft Office products, GPS units, and related software.
Knowledge of effective database management.
Skills in oral and written communication, problem-solving, and decision-making.
Skills in negotiations.
Skills in interpreting maps and plotting legal descriptions.
Ability to maintain effective interpersonal relationships and to handle stressful situations with professional composure.
Ability to perform duties independently and efficiently.
Ability to coordinate activities among various divisions within OSLI and other state and federal agencies.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree
Experience:
0-3 years of progressive work experience (typically in real estate, appraisal, acquisition, or title work) with acquired knowledge at the level of a Senior Land Management Specialist
OR
Education & Experience Substitution:
4-6 years of progressive experience (typically in real estate, appraisal, acquisition, or title work) with acquired knowledge at the level of a Senior Land Management Specialist.
