GENERAL DESCRIPTION:

The Wyoming Community College Commission (WCCC) Chief Financial Officer is a senior staff member who regularly advises the Executive Director and Deputy Director and is involved in decisions affecting the agency and the community college system as a whole. Responsible for a biennial system-wide budget of approximately $200 Million and for providing the Executive Director and the Commissioners with accurate financial statements and financial projections. Responsible for creating the budget within IBARS. Responsible for maintaining the community college system funding allocation model and updates to the same. On behalf of the Executive Director, provide staff assistance to the Commission's consultative councils and committees. The position includes supervisory responsibilities.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.

  • Assist the Executive Director and Deputy Director in the preparation of the agency budget and budget analysis across the community college system and efforts led by the WCCC

  • Researches and interprets state and federal fiscal regulations and advises management and staff of the impact on the agency's financial affairs, including impacts on the colleges and many efforts in which the WCCC leads

  • Present at legislative and commission meetings on the fiscal functions of the agency.

  • Establishes and manages work standards, timetables, procedures, policies, rules, procedures, and methods of operation

  • Provides accurate projections of the agency's and community college system's short-term and long-term financial requirements across all programs

  • Oversees all purchasing, accounts payables, accounts receivables, inventory, fixed assets, contracts, and federal fund and other fund grants

  • Works with and provides information for federal, state, and college auditors

  • Enforces state statutes, rules, and policies, including but not limited to personnel, budgeting, procurement, fiscal, capital construction, and human resources

  • Provides oversight of all human resource functions of a 12-person agency

Qualifications

PREFERENCES:

Preference may be given to candidates with extensive knowledge of the Wyoming On-Line Financial System, IBARS, HRM Payroll, NEOGOV, and InfoAdvantage.

Preference may also be given to those with experience within a higher education setting.

Preference may be given to candidates with a Master's degree (typically in accounting, public administration, or business administration).

Preference may be given to candidates with eight (8) or more years of progressive work experience in an accounting or budget setting with executive management and supervisory experience.

Preference may be given to candidates with a Certified Public Accountant (CPA).

KNOWLEDGE:

  • Knowledge of management information systems for decision-making and trends in content, materials, and methodology in higher education

  • Knowledge of agency and college fiscal, facilities, and computing operations

  • Knowledge of budget preparation and execution

  • Knowledge of governmental accounting practices

Necessary Special Requirements

PHYSICAL WORKING CONDITIONS:

  • Sitting or standing for extended periods

  • Able to lift 25 pounds

  • Travel both in-state and out-of-state, able to lawfully operate a state vehicle
