DESCRIPTIVE STATEMENT:

This is a FLSA exempt, professional position under the general direction of the Accounting Manager. This position is responsible for posting and maintaining the City’s accounts and other related work as prescribed by the Accounting Manager. May provide lead or supervision of lower-level accounting and administrative support staff.

This job description is an overview and is intended to describe the general nature and level of work being performed. It is not intended to be an exhaustive list of all the functions and tasks required of the position.

DUTIES & RESPONSIBILITIES:

ESSENTIAL FUNCTIONS:

  • Assists the Accounting Manager in planning, scheduling, and directing the work of professional and clerical personnel engaged in the operation of the Department of Finance

  • Supervises and reviews the work of Accounting department professional and clerical staff

  • Approves employees’ time entry and Tyler Munis purchase requisitions, payments, and related work-flow approvals

  • Posts to the general ledger

  • Reviews expenditures for budget compliance

  • Reviews methods of recording and reporting

  • Assists in supervising the preparation of statements of the City’s general and special funds

  • Assists in preparation of the City Budget

  • Monitors transactions for budget compliance

  • Performs analytical procedures in relation to the accounts of the City

  • Assists departmental personnel and taxpayers with matters related to the Finance Department.as directed by the Accounting Manager

  • Composes correspondence related to Finance Department matters

  • Prepares special reports and completes special projects under the direction of the Accounting Manager

  • Assists in the development and supervision of the maintenance of a departmental accounting system of considerable scope and complexity

  • Prepares GAAP entries for inclusion in the Comprehensive Annual Financial Report (CAFR)

  • Assists in the preparation of the City’s annual financial statements

  • Works closely with independent auditors

IMPORTANT FUNCTIONS:

  • May perform the duties of similar classifications of an equal or lower pay grade

PHYSICAL REQUIREMENTS:

The physical standards an employee must meet in order to perform the essential job duties with or without a reasonable accommodation include, but are not limited to:

  • Must be able to sit for over two hours at a time while performing routine office duties, attending meetings, and traveling

  • Must be able to perform a full range of repetitive motions while performing routine office duties including, reaching, handling, talking, hearing, and manual dexterity

  • Must be able to travel out of town and out of state for meetings, conferences, and other events

KNOWLEDGE, SKILLS & ABILITIES:

This position requires:

  • Thorough knowledge of Generally Accepted Accounting Principles, Governmental Accounting Standards Board (GASB) statements, and modern municipal accounting procedures

  • Knowledge and ability to analyze accounts and to prepare accounting statements and reports

  • Knowledge and ability to prepare financial statements, including the comprehensive annual financial report (CAFR)

  • Knowledge of modern supervisory and leadership methods

  • Ability to effectively plan and supervise accounting and statistical tabulation work

  • Ability to work successfully with and provide good customer service to supervisors, other City employees, the public and other agencies and organizations

  • Ability to meet deadlines

  • Excellent written and verbal communication skills

  • Excellent analytical skills and abilities

  • Knowledge and ability to make moderately difficult mathematical calculations

  • Intermediate to advanced Microsoft Excel knowledge and skills

MINIMUM QUALIFICATIONS:

MINIMUM QUALIFICATIONS:

In addition to the required knowledge, skills, and abilities listed above, the position requires:

  • A bachelor’s degree in accounting from an accredited college or university

  • Three (3) years of progressively responsible experience working in a governmental fund accounting system

  • A valid, unrestricted driver’s license by date of application and a valid, unrestricted class (R) Colorado driver’s license by date of appointment

Preferred:

  • One (1) year successful supervisory experience

SPECIAL CONDITIONS OF EMPLOYMENT:

The duties in this classification are primarily performed indoors, in a comfortable office environment. The incumbent must demonstrate the ability to meet the physical demands of the job including the ability to retrieve information from various locations in the office when needed. The individual will be frequently exposed to periods of demanding activity and high mental stress. Incumbents must be willing to work additional hours or overtime if required. The incumbent may be required to drive to training events and/or meetings. The position requires a great deal of interpersonal communication with City employees, the public, and outside agencies.

All required licenses and certifications listed above must be maintained throughout the term of employment. Failure to obtain or maintain licenses and certifications may result in demotion or termination.

Due to Federal and State Criminal Justice System access requirements, classifications that access and maintain criminal justice information may also be required, as a condition of employment, to not have been convicted of and/or have pending charges of a felony or misdemeanor crime that would deny or otherwise restrict access to criminal justice information.
