GENERAL DESCRIPTION:

The Office of State Lands and Investments (OSLI), an agency committed to effectively managing natural resources and funds for current and future generations, seeks a Senior Accountant in Cheyenne. This Senior Accountant position is responsible for the financial management of the Wyoming State Forestry Division (WSFD) grant program and assists with WSFD's non-federal expenditures and revenues, including processing all fire payments and reimbursements. This position ensures compliance with federal grant reporting requirements and ensures timely submission and receipt of federal grant reimbursements. This allows WSFD to be successful in the implementation of the Wyoming Forest Action Plan.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.

  • Responsible for the financial management of the WSFD Grant Program within OSLI.

  • Completes and maintains WSFD's Grant Application Reports (SF424).

  • Completes and maintains WSFD's Annual Financial Status Reports (SF425).

  • Completes and maintains WSFD's Federal Grant Reimbursement Requests (SF270).

  • Establishes and maintains WOLFS Budget Structure and Cost Allocation Structure for WSFD Grants.

  • Completes and maintains all WSFD federal grant files with supporting documentation.

  • Prepares the State Auditor's Office Reporting Requirements for the CAFR-annual SEFA (State Expenditures of Federal Assistance) report related to WSFD federal grants.

  • Analyze, prepare, and interpret specific financial information related to the WSFD federal grants to ensure accuracy and compliance with federal and state policies and procedures.

  • Assists with WSFD's nonfederal expenditures and revenues.

  • Organizes prepares, and develops payment vouchers, requisitions, service contracts, cash receipts, and internal transfers in the WOLFS accounting system.

  • Verifies documents are processed correctly and promptly.

  • Verifies all requisitions and service contracts have necessary paperwork (signed contract, bids, bid waivers, RFPs, etc.) attached.

  • Answers vendor inquiries regarding payment status and answers employee questions regarding ordering procedures.

  • Ensures accounting policies and procedures are being followed correctly.

  • Researches analyzes and resolves financial questions and problems including, but not limited to: contract issues, warrant status, vendor payments, and employee reimbursements.

  • Researchers analyze and provide explanations concerning fiscal processing and procedures to staff and management, as requested.

  • Assists, as needed, with all nonfederal accounts receivables, payables, and purchase card payment processing for OSLI.

Qualifications

PREFERENCES:

Preference may be given to candidates with WOLFS experience.

Preference may be given to candidates with experience in federal grant reporting.

Preference may be given to candidates with intermediate to advanced experience in Microsoft Excel.

KNOWLEDGE:

  • Knowledge of budgets and cost controls.

  • Knowledge of internal controls.

  • Knowledge of state fiscal and procurement requirements.

  • Knowledge of federal grant management and reporting requirements.

  • Knowledge of state statutes, policies, and regulations.

  • Skills using Microsoft Office suite, especially Excel.

  • Skills in effective written and oral communication.

  • Skills using computerized accounting systems.

  • Ability to analyze financial information.

  • Ability and willingness to always be learning, growing, and expanding knowledge in the accounting field.

  • Ability to organize and prioritize responsibilities independently within established deadlines.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Finance)

Experience:

0-2 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accountant

OR

Education & Experience Substitution:

3-5 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accountant
