Deputy Chief of Party - Ukraine New Workforce Development Activity

DAI is recruiting candidates for an anticipated new USAIDWorkforce Development Activity for Ukraine. This award, which is expected to be in the $50-$100 million range, will support the upskilling and retraining of Ukraine’s labor force to adapt to the demographic and workforce shocks caused by war. The award will help adapt employers and employees to structural changes in the labor market,and will be a major component of USAID’s Economic Stability and Recovery Initiative (ESRI) for Ukraine.

Responsibilities:

The Deputy Chief of Party (DCOP) will work with the Chief of Party (COP) to manage program's implementation and oversee its performance management. Ukraine Workforce Development is expected to be a complex technical program, working with a wide range of partners to improve opportunities for human capital development, upskilling and re-skilling the Ukrainian workforce to adapt to the dynamic context. The program is expected to deliver high volumes of technical assistance including grants, subcontracts and other partnership mechanisms. The DCOP will ensure integrated technical programming and be responsible for overseeing multiple technical workstreams. The DCOP will assist with high-quality, timely and complete submission of work plans, performance reports, and other deliverables. S/he will closely monitor progress of interventions, and work with the finance and operations team to ensure that proper operational support is in place for successful technical implementation. The person in this position is expected to communicate clearly and courteously; to develop and maintain positive relationships with clients, firms, educational institutions, government, co-workers, and other donors; and ensure that the program delivers high quality technical assistance and deliverables.

Qualifications:

The candidate must have:

§ Minimum 5 years of prior direct supervisory and management experience; prior experience managing USAID or other international donor-funded development projects preferred.

§ Minimum 10 years of relevant professional experience, including prior experience designing, implementing, and managing institutional capacity building, job training and placement, and/or private sector engagement activities in the context of workforce development initiatives in Ukraine.

§ Experience working on workforce development initiatives, including with women, youth and other vulnerable populations.

§ Demonstrated ability to manage relationships with project stakeholders, including USAID, Government of Ukraine, implementation partners, private sector businesses, and education and training institutions and other donor funded workforce development programs.

§ Excellentknowledgeof written and spokenEnglish.

§ Fluencyin Ukrainian.

§ Bachelor’s degree from an accredited university in a field related to workforce development (e.g., education, economics, international development, organizational development, etc.), or equivalent education and experience; Master’s degree preferred.

§ Ability to maintain physical presence inside Ukraine for 75% of working days, subject to USAID policies.
