Chief of Party, Ukraine New Workforce Development Activity
DAI is recruiting Chief of Party candidates for an anticipated new USAID Workforce Development Activity for Ukraine. This award, which is expected to be in the $50-$100 million range, will support the upskilling and retraining of Ukraine’s labor force to adapt to the demographic and workforce shocks caused by war. The award will help adapt employers and employees to structural changes in the labor market, and will be a major component of USAID’s Economic Stability and Recovery Initiative (ESRI) for Ukraine
Position Description
The Chief of Party (COP) will provide overall leadership, technical vision, and managerial oversight of the Activity and will serve as the primary liaison with USAID/Ukraine on program performance and implementation. The COP will be responsible for stakeholder engagement, in coordination with USAID, to include other implementing partners, donors, and local and international actors working on workforce development and education in Ukraine. The COP will have demonstrated the ability to work in complex environments and oversee diverse resources and teams to deliver impact.
Key Duties & Responsibilities
§ Liaise with USAID/Ukraine on program vision, objectives, and results.
§ Simultaneously, liaise with Government of Ukraine, counterparts and local stakeholders on program communications and technical implementation activities.
§ Oversee the development, progress, and delivery of annua work plans, including work involving activities, subcontracts, and grants.
§ Ensure proper sequencing and coordination across program teams and workstreams covering technical inputs, program operations, and program finances.
§ Oversee project deliverables, finances, and administration.
§ Ensure timely and accurate reporting to USAID.
§ Coordinate program activities with other donors.
§ Directly oversee strategic communication efforts.
§ Liaise with DAI home office on program technical progress and overall management as needed.
Qualifications
Advanced degree—Master’s or PhD preferred—in public policy, political science, economics, business, education, or related field.
At least 10 years of experience supervising and managing large, complex, donor programs impacting, economic growth, private sector dynamism, and/or workforce development; experience with USAID-funded programs preferred.
Prior work experience in Eastern Europe and/or Eurasia strongly preferred.
Exceptional communication, interpersonal, and relationship management skills with proven experience engaging diverse stakeholders.
Written and spoken English fluency required.
