Job Description

The Resettlement Support Center Asia (RSC Asia), funded by the US State Department Bureau of Population, Refugees, and Migration (PRM), assists persons throughout Asia seeking permanent resettlement in the United States. Responsible for a portfolio of 37 countries, RSC Asia: prepares refugee applications for the United States Refugee Admissions Program (USRAP) using START (a State Department–managed data system that supports the arrival and resettlement of refugees through technology); provides information to resettlement agencies about arriving refugees and offers cultural orientation training to refugees bound for the United States. RSC Asia is based in Bangkok, Thailand, with a sub-office in Kuala Lumpur, Malaysia and in Cox’s Bazar, Bangladesh.

Job Overview/Summary:

The Senior Program Support Officer (Sr. PSO) based in Bangkok, Thailand is responsible for case creation, scheduling, call list creation and distribution. The Sr. PSO will monitor the pipeline using specific scheduling tools, perform quality checks, ensure targets are met, and future circuit rides are coordinated in close coordination with the Program Support team. This position reports to the Program Support Manager.

Major Responsibilities:

Case Creation & Scheduling:

  • Ensure timely case creation of refugee cases in START to be submitted and authorized for USRAP processing.

  • Primary focal point to create complex cases including but not limited to high profile (Level-1), Afghan and Palestinian caseload.

  • Ensure necessary supporting documentation for all case submissions are uploaded in START.

  • Primary focal point to identify duplicate cases in START.

  • Ensure timely scheduling, preparation and quality control of cases for DNA, pre-screening, USCIS and follow-up circuit rides in line with established targets and deadlines.

  • Report to supervisor regularly on challenges with case preparation in line with scheduling targets.

  • Act as focal point to submit call lists to relevant program and/or program support staff and stakeholders regarding applicant appointments in a timely manner.

  • Perform quality checks accurately on case call lists, and SCH IDs, and ensure it is accessible to relevant internal RSC authorized personnel.

  • Act as Program Support team’s subject-matter expert in START filtering and dashboard usage.

  • Assist in the onboarding process by providing comprehensive training and support to new team members.

    Communications:

  • Communicate with internal RSC Asia departments within START system on any case specific issues.

  • Raise START processing related issues via the System Solution ticketing system.

  • Monitor RSC Asia Submission mailbox for all in-coming submissions and cross check against submissions received in START.

  • Assist with communication and follow up with the US Embassy, and UNHCR colleagues for any case submissions issues.

Job Requirements:

Education:

  • University Degree or equivalent combination of education and experience required

Work Experience:

  • Minimum three years of office administrative experience. Data management experience is strongly preferred.

Demonstrated Skills and Competencies:

  • Solid organization skills with the ability to handle multiple tasks simultaneously and prioritize them effectively.

  • Ability to work with minimum supervision and meet deadlines.

  • Proven skills in general office administration and interdepartmental communication.

  • Excellent decision making, analytical and problem-solving skills.

  • Excellent computer skills, including thorough knowledge of Microsoft Office, including Power Point, Word, Excel, and Outlook.

  • Previous experience with an international company or NGO or the US Refugee Admissions Program is preferred.

Language Skills:Fluency in both English and Thai, oral and written, is required.

Working Environment:

The position is located at the RSC office in Bangkok and is primarily office based.
