SUMMARY

The Quality Assurance Manager for the Kuwait KC-130J / Common Support Equipment Program at Al Mubarak airfield in Kuwait has the responsibilities for the overall quality of maintenance of the site, training and certification of the site’s employees, an inspection of safety of flight maintenance repairs, and the quality assurance audit program. This position is responsible for establishing, maintaining, and implementing quality standards that meet the requirements of the KAF 4790.

ESSENTIAL FUNCTIONS

  • Participates, as a member of the management team, in formulating and establishing organizational policies and operating procedures for the program. Implements, coordinates, and manages all aspects of the Quality Support Program.

  • Acts as the subject matter expert on-site for the KAF 4790 and implements company and program policies and procedures.

  • Reviews all reporting requirements to ensure they are accurate, clear, concise, and comprehensive before release.

  • Reviews technical problems, and procedures, and recommends solutions or changes to procedures.

  • Directs implements, and continuously improves the quality system to achieve performance standards.

  • Directs, through intermediate personnel, workers engaged in inspection and testing activities to ensure continuous control over materials, facilities, and products.

  • Organizes and promotes companywide quality improvement efforts.

  • Evaluates and develops improved techniques for the control of quality, reliability, and safety.

  • Provides timely Quality Maintenance Evaluation Program reports.

  • Provides a systematic and efficient method of gathering, analyzing, and maintaining information on maintenance and material defects that impact the aircraft maintenance program.

  • Implement all aspects of the Safety and Quality Programs.

  • Directs, implements, and continuously improves the quality system to achieve performance standards.

  • Organizes and facilitates regularly scheduled quality and safety training with managers, inspectors, and staff' as needed to educate and implement quality as a strategy

  • Conduct investigations into mishaps or customer complaints relating to contractual deficiencies within the Quality Program and recommends corrective actions.

  • Implements the Installation HAZMAT Program to comply with Environmental Protection Programs.

  • Responsible for adhering to all applicable Foreign Object Damage (FOD) prevention rules and regulations including participation in FOD walk-down when directed.

  • Responsible for adhering to the Company Tool Control Program.

  • Administers the Functional Check Flight (FCF) program.

  • Manages the Training Program, develops, and administers the unit’s training plan.

  • Manages the KAF KC-130J weight and balance program.

  • Provides oversight to the technical publications program and ensures, through intermediate personnel, the master technical library is current and complete, and that updates, changes, and revisions to technical data are distributed throughout the entire maintenance complex in an expeditious manner.

  • Ensures currency of KAF 4790 and OEM Publications, Maintenance Instructions, Work Instruction, Property Procedures, Training Procedures, and Quality Procedures.

  • Responsible for Deficiency and Maintenance Analysis and Data Base Management.

  • Ensures summaries, analyses, and other data necessary to determine the quality of the overall maintenance effort are submitted to the Program Manager

  • Recommends changes to processes and programs for the Site Manager's approval.

  • Ensure Maintenance/Work Instructions and Quality Procedures reflect the most current policies and procedures.

  • Assists in aircraft/equipment movement and flight line foreign object prevention walks.

  • Performs other duties and supervisory functions as assigned.

  • Develops inspection, audit, and monitoring schedules to determine the condition of assigned equipment and proficiency of maintenance personnel.

  • Ensures Occupational Safety and Health Administration (OSHA) compliance.

  • Write reports, business correspondence, and procedure manuals.

  • Read, write, and interpret instructions, technical manuals, and/or directives necessary for the accomplishment of the job assignment.

  • Solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

  • Interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

MINIMUM REQUIREMENTS / QUALIFICATIONS

  • Must be able to obtain and maintain a Secret Security Clearance.

  • Must be able to adhere to and comply with all Kuwaiti Labor and Immigration requirements.

  • Must be United States (U.S.) citizen, have a high school diploma or equivalent, and be able to read, write, and understand the English language.

  • Must be able to obtain a United States Passport. If you currently possess a United States Passport it must have at least 24 months remaining before expiration.

  • Must have a valid U.S. Driver’s License.

  • Minimum of 5 years’ experience as a C-130 Quality Assurance supervisor implementing COMNAVAIRFORINST 4790.2 series aviation maintenance program instructions.

  • Must have documented Level IV Navy Maintenance Management & Evaluation Program (MATMEP) C-130 specific experience or equivalent.

  • Minimum of 10 years’ aircraft maintenance experience.

  • Must have a strong working knowledge of Maintenance Administration functions: To include aircraft logbooks, weight and balance, and Aircraft Inventory Records (AIRs), and must be able to identify and correct deficiencies with associated procedures/processes.

  • Must have a strong knowledge base of COMNAVAIRFORINST 4790.2 series aviation maintenance program instruction and understand how the outlined policies and procedures apply to the troubleshooting, repair, and maintenance of aircraft and associated systems.

  • Must have a strong knowledge base of aviation maintenance programs, processes, and procedures (for example Safety, COMSEC, Tool Control, HAZMAT, inspection programs, administrative requirements, support equipment, calibration/torque programs & procedures).

  • Must demonstrate the ability to audit, administrate, monitor, and manage all applicable maintenance programs (ex. Tool Control, HAZMAT, Central Technical Publications Library, FOD, MetCal, Compass Calibration, Electro-Static Discharge, etc…) as required by local policies.

  • Must be able to obtain/maintain the following required certifications/qualifications:

    - Aviation Gas Free Engineering (AVGFE) certification

-Hydraulic Contamination certification

-“I” Level & “O” Level Tire & Wheel certification -“I” Level Battery Maintenance certification -Explosive handling certifications (previous qualification documentation required)

-Auxiliary Power Unit (APU) runs qualification

-Applicable Support Equipment licensing -Quality Assurance Representative (QAR) qualification in all applicable work centers (100, 13A, 13B, 210, 220, 431, and 900)

  • Must have the ability to direct and monitor assigned personnel in the performance and conduct of assigned duties, when required complete counseling and evaluation sessions to document performance in meeting the demands of their assigned position.

  • Must be able to overcome cultural differences and think outside the box, innovate, and provide solutions to the many complex problems and obstacles associated with aviation maintenance, international contracting, and desert climate operations.

  • Must have proven management abilities and leadership qualities and be customer-oriented.

  • Must have skills and aptitude to cross-train and/or support other maintenance technicians in completing assigned maintenance actions, including but not limited to: The performance and completion of daily inspections (including the ability to inspect/sign off on all associated aircraft maintenance / MOS specialties), marshaling/recovering aircraft, screening aircraft downloads, fueling, towing, mooring, and conducting post-flight procedures to ensure aircraft are properly secured upon completion of maintenance.

  • As a Subject Matter Expert, must be willing to perform in-depth research, troubleshoot, and perform “O” and “I” level maintenance functions on all applicable aircraft systems and components necessary to return aircraft to a Full Mission Capable status; this includes determining material requirements, researching part numbers, ordering, tracking, and receiving materials as required to facilitate aircraft inspections/repairs.

  • Must be willing and able to comply with all contractual Performance Work Statement (PWS) Requirements to include but not limited to: The performance of “I” Level maintenance functions in support of In-Flight Refueling Reel/system maintenance, NLG & MLG Tire re-building, Battery maintenance support, and Oxygen Regulator testing/repair.

  • Must be able to communicate directly with the customer, pilots, aircrew members, management, and maintenance personnel to gather and relay pertinent data/information necessary to ensure aircraft depart timely and launches are not delayed.

  • When issues arise, they must be willing to supervise and assist maintenance personnel in the accomplishment of prioritized tasks issued by maintenance control to facilitate the daily flight schedule.

  • Must be able to work day shift, night shift, or weekend duty and travel as part of a maintenance recovery team as required.

  • Must be willing and able to deploy off-site as required to support Kuwait Air Force operations.

  • Must be willing and able to cover for other members of the management team during short periods of non-availability.

  • Must have an in-depth working knowledge of aircraft safety directives.

  • Must have an in-depth knowledge of aircraft technical orders/job guides/publications—read, interpret, follow, and comprehend schematic diagrams, drawings, charts, and technical publications.

  • Must have in-depth knowledge (aircraft/vehicle movement and safety/hazards) of flight line operations.

  • Must be proficient in the use of Microsoft Office Programs, including Word, Excel, and PowerPoint to create/modify briefs, spreadsheets, and formal requests/documentation.

  • Must have a working knowledge of and be proficient with (input and extract data) of computers, aircraft diagnostic software, and maintenance information systems.

  • Must be willing and able to work with the job-required hazardous materials.

  • Must be willing and able to conduct specialty on-the-job training/cross-training.

WORK ENVIRONMENT

Environmental conditions are diverse and could range anywhere from an office environment where there is little or no physical discomfort to an environment where inclement weather may subject individuals to severe changes in temperature, less than adequate lighting, dust, and wind. On occasion, individuals may be required to work in areas where high noise hazards will prevail, and hearing protection is required.
