AIR'sInternational Development Division (https://www.air.org/our-work/international) (IDD) is currently seeking a Public Health Supply Chain Expert to be Chief of Party for Afya Uwazi, the USAID Health Supply Chain Third Party Monitoring (TPM) Activity. AIR is looking for an experienced, savvy professional with direct experience in both the Kenya health system, and particularly Kenya health supply chain management. The Chief of Party is someone who can both navigate complex political factors and build local trust in fostering an environment of learning and improvement.

Afya Uwazi is a USAID-funded, third-party monitoring mechanism focused on strengthening transparency and accountability in the health sector. It does so by gathering primary data from health facilities and other sites, analyzing secondary data from other sources, tracking key performance indicators, and estimating relevant risks.

Responsibilities

The Chief of Party will provide both technical and managerial oversight as detailed below:

  • Provide technical, operational, and managerial oversight into all aspects of the activity to ensure all activities, and deliverables are executed with quality and timeliness.

  • Establish and maintain highly collaborative working relationships with the national and county governments of Kenya and other relevant in-country stakeholders.

  • Serve as the primary point of contact for USAID KEA and as the principal liaison with USAID staff, institutions, and country partners to exchange information and develop professional relationships.

  • Support Afya Uwazi in its risk assessment and refine the existing risk and control framework to enhance performance assessment and risk estimation.

  • Contribute strongly to analysis and writing of reports and other presentations, based on data and findings.

  • Provide guidance on best practices in procurement, supply chain risk monitoring and accountability, with specific focus on health products and technologies.

  • Promote sustainability of activities with effective networking, linkages to other USAID implementing mechanisms, capacity building of activity staff, and institutional strengthening.

Qualifications

Education, Knowledge, and Experience:

  • Advanced degree in public health, international development, pharmacy, public management supply chain management or a related field.

  • Minimum of ten (10) years’ experience working in the Kenyan healthcare system, with at least seven (7) of them supporting supply chains.

  • Minimum seven years’ experience working in Kenya’s health system, with strong preference for experience in strengthening health supply chains.

  • Experience mentoring staff and working with international and national consultants and staff.

  • Ability to travel within Kenya, as necessary.

  • Prior experience working on USAID project(s) and familiarity with US government policies, regulations and procedures preferred but not required.

Skills:

  • Demonstrated high-quality analysis and report-writing skills.

  • Demonstrated leadership, strategic thinking/planning, management, and presentation skills.

  • Good interpersonal skills and ability to work in a team.
