V2X Task Order Fuel Manager in Iraq

Overview

The Task Order Fuel Manager will serve as the senior manager for the bulk and retail fuel storage facilities, fuel procurement, fuel analysis, and distribution at the Iraq Chief of Mission sites for a large U.S. Government Operations and Maintenance program. The Task Order Fuel Manager shall have experience in bulk fuel storage and distribution systems/facilities, mobile and direct fuel servicing equipment (aviation and ground), quality surveillance, inventory, accounting, and administration. Practical experience in the basic design and layout of petroleum facilities, component makeup and flow characteristics of storage piping systems, and the ability to read and understand basic drawings, blueprints, and system specifications is also required.

Responsibilities

MAJOR JOB ACTIVITIES:

  • Responsible for maintaining a safe workplace and ensuring safety is the highest priority in the workplace.

  • Oversee bulk fuel storage (above ground, underground, and fabric tanks and tactical systems) and distribution services in support of operational requirements

  • Analyze fuel usage during all seasons of the year and order fuel according to mission use and requirements, taking into account peaks and lulls in fuel burn rate according to operational factors.

  • Manage all facets of fuel logistics to ensure proper fuel procurement, movement approvals, and delivery of high quality fuel.

  • Responsible for receipt, storage, internal handling, and shipping of fuel products.

  • Interface with the operational activities at the location to maintain excellent communications with regard to upcoming exercise, logistics maneuvers, and other activities to ensure contractual requirements are met.

  • Comply with all Environmental & Safety and Quality Assurance requirements and goals. Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.

  • Instruct staff in company work policies and procedures.

  • Confer with staff to resolve performance and personnel issues.

  • Conduct daily meetings with trades to discuss project work, client concerns and trade shop workflow.

  • Evaluate employee performance.

    MATERIAL & EQUIPMENT DIRECTLY USED:

    Able to use desktop or laptop computers. Strong familiarity with MS Office programs – MS Project/Project Server, Excel, Word, Powerpoint, Visio, etc... Experience with Outlook or similar email systems. all equipment of types that require maintenance or certifications pursuant to the OBO Maintenance Standards and/or applicable code or manufacture requirements, equipment which is operated through a sequence of operations, • electronic controllers, sensors, and network devices, agency owned sensors, if applicable.

    WORKING ENVIRONMENT:

    This contract is performed in a contingency operations environment, in a harsh climate, and often hazardous situations. While performing the duties of this contract, the employee will regularly be exposed to an extreme and austere desert environment. Temperatures can reach 120 – 130 degrees Fahrenheit/50 – 55 degrees Celsius during the summer months. Employees must be willing and able to perform job requirements in this environment, as well as deploying to Iraq for extended periods. Work schedules are typically six (6) days per week and ten (10) hours per day.

    PHYSICAL ACTIVITIES:

    Employees may be performing physical activities including, but not limited to, heavy lifting and moving of items, climbing in and out of equipment, crawling, and working outdoors. All employees must be able to move quickly to cover during security alarms. This includes being able to lift, carry and/or wear forty (40) pounds of personal protective equipment (PPE) for extended periods of time and being capable of running during emergencies without putting oneself or others at risk. All staff must maintain physical and dental requirements for duration of deployment.

Qualifications

MINIMUM QUALIFICATIONS:

EDUCATION/CERTIFICATIONS:

High School Diploma or GED.

Fuels Management Certifications

Security Vetting: Must already possess a U.S. Government (USG) issued security clearance or Moderate Risk Public Trust (MRPT) certification or be able obtain a favorable USG security clearance or MRPT certification prior to being hired is required for the position. Must maintain eligibility at the required clearance or certification level for the duration of the task order.

Language Skills: Strong oral and written English communication skills.

Citizenship: U.S. citizenship is required.

EXPERIENCE:

Eight (8) years experience managing bulk and retail fuels operations that require fuel procurement and logistics management, in a large institutional setting.

SKILLS:

  • Demonstrated working knowledge of fuel system related activities for a comparable facility.

  • Knowledge of applicable U.S. Codes and accepted trade practices.

  • General knowledge of industrial safety and environmental regulations.

  • Ability to exercise sound judgment.

  • Knowledge and experience regarding occupational hazards and related safety precautions of fuel systems.

  • Knowledge of principles and processes for providing excellent customer service, including customer needs assessment, meeting quality standards and evaluation of customer satisfaction.

  • Ability to plan, arrange, schedule, assign and inspect work of mechanical and electrical plant personnel.

  • Demonstrated ability to lead and manage staff.

  • Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.

  • Ability to work independently and handle multiple projects.

  • Excellent organizational and time management skills.

  • Expert computer skills, specifically Microsoft Word and Excel.

  • Ability to become an active and functioning member of a team.

  • Ability to be innovative and be an agent for change.

    Desired:

  • U.S. Military Fuels Management Certificaiton

  • Previous fuel analysis and ordering experience in international setting.

  • Previous fuel supervisory experience in an international environment with a multi-national workforce in harsh environmental conditions.

  • Knowledge of all principles and processes involved in operating and supporting fuel storage and delivery functions at an overseas facility.

  • Experience in an environment with a multi-national workforce.

  • Expert communication skills to facilitate and disseminate information.

  • Cross-cultural sensitivity with an international perspective.
