Job Description:

Parsons is looking for an amazingly talented Program Manager to join our team in Abu Dhabi! In this role you will get to manage and develop major Utilities clients, as well as elevate and deliver Parsons’ brand position as a predictive, disruptive solutions provider.

What You'll Be Doing:

  • Acts as the Company representative with the client during the program execution.  Negotiates changes to the scope of work with the client and key subcontractors. 

  • Responsible for following up on instructions and commitments associated with the project. 

  • Oversees establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.  Establishes the program requirements for all areas of the project and monitors the draft and final deliverables for adherence to these criteria. 

  • Responsible for the development and distribution of a one to two-page description of the project to all members of the project team for reference.

  • Plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of the assigned project.  Assigns responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths. 

  • Provides input to performance reviews and development plans for subordinates.  Field responsibilities may include labor relations and payroll operations, etc., if required.

  • Mobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work. 

  • Discuss the qualifications required of the key project positions in specific detail with the relevant department managers. 

  • Works with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project.  Ensures that the project meets or exceeds the goals established in these plans. 

  • Primary interface between the EPC contractor team and site supervision team for execution of customer requirements and rapid response to client requests.

  • Develops core training schedules, records, and risk management reviews in coordination with the client.

  • Works with the key project individual to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work.  Advises the client and company management of any such changes.  The Program Manager is specifically responsible for maintaining current and timely change orders.

  • Promotes technical and commercial excellence on the project through application of Quality Assurance processes.  Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule.  Establishes weekly meetings to review project status and formulate action items.

  • Identifies, recruits, and hires top key talent to differentiate our offering in the utility market.

What Required Skills You'll Bring:

  • Bachelor’s degree in Engineering (Civil, Mechanical, Electrical, or related field). A Master’s degree or PMP certification is highly desirable.

  • Minimum of 20 years of experience managing utility programs or large-scale infrastructure projects, with a focus on water and electrical power systems.

  • Strong knowledge of utility systems, including water distribution, wastewater management, electrical power generation, and transmission.

  • Proven experience in managing budgets, schedules, and resources for large, complex utility projects.

  • Solid understanding of regulatory and compliance requirements for utility infrastructure.

What Desired Skills You'll Bring:

  • Effective oral and written skills for client presentations, technical reporting, and internal/external correspondence

  • Ability to effectively present information to key stakeholders as required by the client

  • Significant experience in PMC projects.

  • Understanding of the PMC, construction and design delivery process and the functions inherent to construction management of large-scaled projects

  • Understanding of budget development and cost accounting

  • Ability to manage and encourage a team of design and construction management professionals

  • Ability to interface with all levels with project team, client, and others

  • Knowledge of construction contract negotiation and administration

  • Ability to read, analyze and interpret complex documents

  • Ability to respond effectively to the most sensitive inquiries or complaints

  • Ability to apply principles of logical or scientific thinking to a wide range of support function problems

  • Ability to function in a multi-organizational environment by developing relationships that complies with the client’s proactive, collaborative culture.

  • Thorough knowledge of industry practices and regulations are required

  • Must also possess a thorough knowledge of current technology in implementing an effective integrated digital platform tool to centralize all documents and online approval workflows.
