The Functional SME 4 RSD Program Analyst will also serve as the leadership support team and provide limited R&E support services, which shall contribute to the efficient and effective operation of ISS programs.

Responsibilities

  • Conduct and support strategic planning and analysis of RSD mission essential tasks and identify and maintain organizational charts.

  • Support the RSD chief with day-to-day management tasks including facilitating leadership’s schedule, site visits, assigning tasks to branches, and using, tracking, and monitoring responses in the task management system to execute division-related tasks/inquiries.

  • Provide technical and scientific expertise in support of RSD’s missions and program activities.

  • Assist in developing and updating RSD’s vision, goals, and strategic plans to support branch missions.

  • Evaluate RSD’s support services, programs, processes, and/or solutions and as applicable, offer suggestions for improvement.

  • Maintain knowledge and current information regarding organizational developments in DHA, the MHS, industry, university, or research and development enterprise.

  • Enhance the understanding of and develop alternative solutions to complex issues related to RSD’s HQ business operations.

  • Research and review existing standards and develop new policies and procedures.

  • Track, calculate, and manage metrics related to RSD’s operational functions, and submit written reports and data to R&E’s overarching wildly important goals.

  • Develop policy strategies and assist in policy implementation via development of SOPs and guidelines.

  • Identify knowledge solutions by meeting with internal and external stakeholders, conducting data analysis or other means.

  • On behalf of RSD, participate in the various work groups, committees, and advisory boards.

  • Participate and support any briefings to internal (DoD) and external organizations.

  • Provide staff support for project interactions with advisory council(s) and/or governing bodies.

  • Provide support to short-term projects and taskers for the RSD Chief and emerging R&E needs.

  • Support the Chief of RSD and RSD HQ staff with administrative and division operational tasks.

  • Draft and/or update white papers, concept papers, annual reports or year-end summaries, presentations, reports, responses to RFIs, leadership briefs, testimony, talking points, and other emerging studies or analysts as required.

  • Draft an annual report of RSD’s activities, accomplishments and prepare short-turn high-level briefings for RSD.

  • Gather, consolidate, and evaluate research and performance data across RSD branches to respond to taskers, internal and external inquiries and prepare issue papers to support leadership with informational and decision briefs.

  • Support RSD tasks and responsibilities as related to ready reliable care and campaign plan goals of DHA.

  • Organize, facilitate, support, and conduct RSD staff meetings, working sessions, offsite reviews, and evaluations of RSD.

  • Provide expertise related to technology transfer (T2) division-level functions in support of R&E’s lab designation and draft agreements related to RSD mission sets including applicable EPAs, Memorandums of Understanding (MOUs), and Memorandums of Agreement (MOAs) for RSD and coordination and communications with partners.

  • Conduct site visits to enable and analyze regional research support activities of RSD and provide recommendations to improve and facilitate the conduct of research.

  • Assist and support development of Plans of Action and Milestones (POAMs), Memorandums for Record (MFRs), and on behalf of RSD, coordinate with business office, legal and contractual POCs, within DHA, to draft required documents and support RSD to help organizations transitioning under RSD.

  • Maintain and manage ongoing dashboard of taskers for RSD and monitor and timely deliver task responses by collecting data and inputs from responsible RSD branches, R&E components, or relevant organizations.

  • Manage, monitor, and provide timely responses to RSD group mailbox emails in consultation with RSD HQ staff.

  • Provide business management support for RSD including quad chart reporting and draft responses to R&E business support requests.

  • Provide subject matter expertise in developing, maintaining, updating and revising any RSD-level policies, procedures, and protocols to efficiently run RSD operations.

  • Participate in the organization and evaluation of twelve (12) comprehensive Reviews and Analyses annually, to ensure scientific and fiscal accountability on major R&D portfolios, to evaluate progress, to ensure alignment with current strategic priorities, and to make recommendations for future priorities; participate in scientific evaluation and editing of several briefings (hundreds of slides) before each Review.

  • Provide support for the DoD/VA Health Executive Committee, such as drafting reports or briefings for senior leaders.

  • Support the DoD/VA Deployment Health Work Group, and support efforts to coordinate DoD and VA research activities, related to occupational and environmental exposures during military deployment.

  • Support monthly committee meetings, including planning and follow-up activities.

  • Support the annual joint Airborne Hazards Symposium, including planning and report writing.

  • Support coordination between DoD, the Services, VA, and the National Institutes of Health (NIH) on joint national research initiatives, including support activities for comprehensive interagency program reviews, joint research consortia, and joint resource sharing.

  • Support the continued implementation of the National Research Action Plan (NRAP) on Mental Health of Service Members and Veterans

  • Facilitate collaboration among DoD, VA, and NIH on research on post-traumatic stress disorder (PTSD), suicide prevention, and traumatic brain injuries.

  • Work on long-term scientific initiatives in the NRAP; and provide support for an annual report to agency leaders.

  • Provide ongoing support for the implementation of the Study to Assess Risk and Resilience in Service members (STARRS) Longitudinal Study and facilitate collaboration between DoD and NIH on this long-term national study; support two meetings per week to provide guidance to researchers.

  • Organize and support meetings with DHA staff and non-DHA staff, including planning, support during meetings, and follow-up activities.

  • General support for scientific and administrative work: identify knowledge solutions through meeting with external stakeholders, data analysis or other means, perform strategic analysis activities, provide technical assistance, participate in various work groups, and support any briefings to internal (DoD) and external organizations, include staff support for interactions with advisory council(s) and or governing bodie

  • Other duties as assigned.

Qualifications

  • MD in biomedical science such as biochemistry, microbiology, and pharmacology OR

  • PhD. in biomedical science such as biochemistry, microbiology, and pharmacology

  • Minimum five (5) years’ experience in biomedical science such as biochemistry, microbiology, and pharmacology

Knowledge, Skills and Abilities

  • Knowledge of White Papers, Concept Papers, Operational Manuals, Process Maps, Presentations, and developing Annual Reports or year-end summaries, requests for information

  • Ability to report documents and slides including but not limited to quarterly review and analysis, strategy meetings, and congressional requests.

  • Knowledge and ability to respond to RFIs, prepare briefings, talking points, and testimony.

  • Ability to leverage industry-applied research and other federal agency best practices for measuring the impact of effectiveness of products and services.

  • Ability to develop proposed DoD regulations, directives, or policies.

  • Ability to coordinate R&E efforts broadly as direct by the R&E Senior Leadership

  • Proficiency in Microsoft Office Suites
