Title: Supervisor Paralegal, Office Manager Location: United States-Virginia-Virginia Beach Job Number: 240004AQ Job Summary: Responsible for overall office management daily operations, creates and enforces office policies. Supervises Paralegals (Support Staff), coordinates and manages all special programs. Incumbent is the principal Freedom of Information Act (FOIA) and Privacy Act (PA) Expert in the command for the system wide coordination, processing, and administration of the FOIA and PA Programs, responding to litigation requests and subpoenas. Manages budget, all office expenditures, and case management. Duties and Responsibilities: - Manages and supervises support staff to include scheduling leave, processing payroll, evaluating performance and determining correction action, conducts annual performance evaluations, and trains paralegals. Directs, manages, reviews, sets expectations, and supervises the work of the paralegals specialists and monitor progress. - Develops improvement process methods and procedures. Assigns and approves training and travel requests for paralegals specialists. Organize and coordinate operations ensuring maximum productivity. - Oversees processes, purchasing, accounting, human resources, inventory, and IT functions impacting daily work operation. Exercises additional human resources responsibilities such as hiring, promotions, terminations, and disciplinary actions. - Plans, develops, organizes, coordinates, and manages a variety of comprehensive programs. Develops and monitors internal controls and compliance for daily operations. Prepares and submits procurement requests for supplies, equipment, software, training, and budgetary expenditures. Develop and implements budgets ensuring the department remains within budget and meets its financial goals. - Oversees and manages FOIA and Privacy programs to include interpreting, applying, and complying with statutory requirements, researching methods and generating reports of such findings to the appropriate oversight with outside agencies. Prepares responses to FOIA requests, appeals and litigation, coordinates with subject matter experts and negotiates with requesters and vendors. - Develops, maintains, and manages tracking system to ensure timely responses in accordance with FOIA and PA time limitations. Provides guidance and counseling to management when a FOIA or PA request is received to determine and maintain adequacy of responsive documents. Maintains regular telephone contact, negotiates, and makes judgments on extensions and other critical issues with company lawyers and vendor representatives. - Examines and evaluates requests for information under FOIA and PA; researches relevant legislation, regulations, and precedent; compiles and reviews documents with independent determination of what documents will be released, partially released or denied. Substantiates rationale for position taken in event of appeal. Prepares responses for FOIAs requiring Initial Denial Authority (IDA). - Prepares revisions to system wide directives and prepares all Program reports to NAVSUP. Consults with other Federal and State agencies regarding the Programs regulations, related cases and requests, and coordinates related law suits with staff attorneys and other departments. - Reports directly to Counsel, manages and organizes general Counsel schedule and coordinates meetings. Provides advanced and complex administrative support to Counsel and assistant counsels. Gather, analyze and interpret external and internal data and prepare various management reports. - Performs other duties as assigned. Additional Requirements: 1. Confidentiality. a. The incumbent shall not discuss information gained during employment within the Office of Counsel absent explicit authorization to do so. The incumbent must appreciate that disclosure of information obtained via written or oral communication, to include attendance at meetings, investigations, trials, hearings, or conferences, is strictly limited to those with an absolute need to know. Discretion is essential. b. The incumbent is responsible for ensuring that documents containing confidential and/or sensitive information are safeguarded from disclosure at all times, during working and nonworking hours, from visitors, etc. 2. Unauthorized Practice of Law. a. The incumbent is not authorized to provide legal advice or assistance other than with regard to informing third parties of the manner in which service of process, the initiation of complaints and/or claims, Freedom of Information Act Requests, Privacy Act Requests, and communications to attorneys are to be affected. b. The incumbent shall periodically receive updates on legal ethics, the confidentiality of information, authorized disclosure of information, the prohibition against the unauthorized practice of law, and other ethical matters. 3. Must have a bachelor’s degree in paralegal or law studies and must be able to obtain a Notary Public certification within 6 months. 4. Must have financial (budget, P-card, Payroll), personnel, Ethics / FDM, supervisory, FOIA, PA, and office management experience. Qualifications: A total of 8 years of experience, consisting of the following: General Experience: 3 years of experience in administrative, technical, or other responsible work that enabled the applicant to gain knowledge and ability to identify, research, and analyze critical issues in regulation, standards, and guidelines; skill in dealing with others in person-to-person work relationships and the ability to exercise mature judgment. Or Substitution of education for experience : each year of academic study above the high school level may be substituted for 9 months of experience, up to a maximum of a 4 year bachelor’s legal studies degree or equivalent for 3 years of general experience. And Specialized Experience: 5 years of progressively responsible experience that demonstrates the ability to independently perform a variety of analytical paralegal or legal work that requires in-depth knowledge of EEO rules and regulations, administrative law, and the regulatory process; prepare and manage case files; assemble background information, prepare and interview witnesses, perform legal research, and draft legal memoranda and other correspondence. Also the proven ability to train and mentor paralegal staff, enhancing team performance; experience in standard office management tasks, including organizing and coordinating; knowledge of FOIA and Privacy Act compliance in handling sensitive information; and strong written and verbal communication skills, with experience collaborating across diverse groups. Must be able to obtain Notary Public within six months of employment. Preferred Candidate: Has obtained a paralegal certificate, legal studies degree, or equivalent, and a notary Commission.
