JOB DESCRIPTION

Position Title: Senior Finance Officer

Reports to: Director, ECDC Vermont

Status: Full-Time/Exempt

Salary Range: \$56,000 to \$59,000 annually.

Location: Brattleboro, Vermont

Job Summary: The Senior Finance officer oversees all grants accounting for ECDC Vermont. This

position is responsible for managing and monitoring the ECDC Vermont budgets, day-to-day

accounting, accounts payable, accounts receivable, cash receipts and deposits, and generating monthly

grant financial reports. The Officer will also ensure adherence to generally accepted accounting

principles (GAAP) and procedures.

KEY RESPONSIBILITIES

Maintain effective internal controls and manage appropriate departmental records according to

applicable regulations, policies, and standards.

Implement and maintain systems, procedures, and policies about the accounts payable, cash

receipts, budgets, and accounts receivable functions to ensure adherence to company guidelines and

GAAP.

Compare budgets with actual spending on a regular basis, adjusting spending as necessary.

Review and prepare monthly program expenditure reports and submit them relevant parties.

Review all fund requests to ensure compliance.

Prepare and submit program invoices to relevant parties on a monthly and quarterly basis.

Oversee and manage accounts payable invoices (APIs) and review transactions for posting and

generating checks.

Review monthly bank statements to reconcile payments and MIP entries.

Submit the replenishment of funds request to ECDC HQ.

Review and adjust staff time allocations across funders, ensuring that staff salaries are allocated

according to budget.

Provide oversight of indirect cost allocations.

Maintain a system for receiving, tracking, and reporting on all revenue from donations.

Assist with the 1099 tax reporting process for contractors and vendors.

Serve as the point person for the financial portion of monitoring and program audits of funders.

Serve as the local point person for preparations and fieldwork related to the annual financial audit.

Provide direct supervision to ECDC finance assistants.

Other duties as assigned.

Education, Experience, Knowledge, Skills, and Abilities

A degree in accounting, finance, or equivalent work experience in grants management is required.

Working knowledge of cost principles and allowable costs.

Knowledge of accounting procedures, financial management, and analysis required.

Self-directed, motivated, and able to handle multiple projects simultaneously.

Detail-oriented with extensive documentation skills, organized, and able to work in a multi-tasked

environment.

Strong oral and written communication skills and the ability to write reports and make
