VENTURA COUNTY

The County's 1,873 square miles include 1,846 square miles of land with 42 miles of coastline which is home to the fol­lowing cities and points of interest: Camarillo, Fillmore, Moorpark, Ojai, Oxnard, Port Hueneme, Santa Paula, Simi Valley, Thousand Oaks, and Ventura as well as national protected areas such as parts of the Angeles National Forest, Channel Islands National Park, and the Santa Monica Mountains National Recreation Area.

AIR POLLUTION CONTROL DISTRICT

The District is classified as a Special District within the County of Ventura agencies. Division 26 of the California Health and Safety Code establishes the District's structure, operating procedures, and authority. The District provides a full range of air pollution control activities, including permitting, facility inspection, air quality attainment planning, rulemaking, air quality monitoring, and incentive programs. The District shares responsibility with the California Air Resources Board for ensuring that all state and federal air quality standards are achieved and maintained within Ventura County.

The Air Pollution Control District (APCD) has a staff of just under fifty employees including inspectors, engineers, planners, technicians, and support staff. The District works with business and industry to reduce emissions from new and existing sources. The District is divided into six (6) divisions which include Administrative Services, Engineering, Information Systems, Monitoring, Compliance, and Planning, Rules and Incentives.

THE POSITION

Under immediate supervision (I), or general supervision (II), the APCD Air Quality Specialist performs professional air pollution control work, including but not applying knowledge of air quality, atmospheric science, and incentives programs in conjunction with computer skills in data analysis and visualization. The APCD Air Quality Specialist performs data collection and analysis, report preparation, public interaction, and enforcement activities. The specialist I performs routine assignments that become increasingly complex over time and require less supervision as additional skills and abilities are acquired. The II has project responsibility with minimal supervision and may be either a lead worker or may supervise a project.

APPROXIMATE SALARIES

APCD Air Quality Specialist I: $2,646.73 - $3,712.20 Bi-weekly

APCD Air Quality Specialist II: $3,013.16 - $4,226.88 bi-weekly

NOTE: If appointed at the lower level, incumbents may be promoted to the higher level without further examination upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

There is currently one (1) Regular vacancy in the Monitoring Division and one (1) fixed term position in the Planning, Rules, and Incentives Division within the Air Pollution Control District.

APCD Air Quality Specialist I and II are represented by the Service Employees' International Union (SEIU) and are not eligible for overtime compensation.

Examples Of Duties

Depending on the level, duties may include, but are not limited to the following:

  • Researches, assembles and analyzes air quality data for regulatory impact;

  • Monitors local, state and federal legislation and administrative requirements that relate to national air quality standards and associated subjects;

  • Performs weather pattern analysis work in support of air quality forecasting, air quality advisories and open burning programs for direct distribution to the public.

  • Forecasts and evaluates weather patterns in support of air quality as it pertains to agricultural and/or prescribed burning activities;

  • Conducts studies and prepares reports on air quality, data analysis, and related topics; assists in the formulation of air quality plans and related county-wide planning efforts;

  • Contributes to presentations to committees, private and public community partners, and other various groups;

  • Disseminates graphical and tabular air quality data to the public;

  • Evaluates sensors and air pollution instrumentation for performance and quality control criteria;

  • Performs field inspections;

  • Performs other related duties as required.

EDUCATION, TRAINING and EXPERIENCE

Any of the following education or experience that has led to the acquisition of the required knowledge, skills, and abilities:

APCD Air Quality Specialist I

Any combination of education and/or experience that has led to the acquisition of the required knowledge and abilities.

The required knowledge and abilities also can be obtained by completion of a bachelor's degree in Environmental Planning, Environmental Studies, Urban Planning, Transportation Planning, or a closely related technical or scientific field.

Air Quality Specialist II

Some experience in air pollution control or transportation demand management that has led to the acquisition of the required knowledge and abilities.

The required knowledge and abilities also can be obtained by completion of a bachelor's degree in Environmental Planning, Environmental Studies, Urban Planning, Transportation Planning, or a closely related technical or scientific field

AND

at least one (1) year as an APCD Air Quality Specialist I, or equivalent.

Substitution:

One (1) year of experience similar to that gained in the Ventura County Air Pollution Control District (APCD) may be substituted for the degree requirement.

NECESSARY SPECIAL REQUIREMENTS:

  • Possession of or ability to obtain and maintain a valid California driver license.

  • Must be willing and able to travel to various sites throughout the County.

Verification of the required college degree or college coursework is required if used to qualify.

Supplemental Information

Work is performed in an office environment, in the field, and in the laboratory/shop. It may require occasional exposure to hazardous conditions and moderate physical exertion and agility. Typical physical tasks may include, but are not necessarily limited to, climbing ladders while carrying equipment; moving gas cylinders of up to 80 pounds (with assistance); pushing/pulling up to 200 pounds (with assistance); and raising and lowering towers with a height of up to 10 meters and weighing up to 100 pounds (with assistance).

DESIRED

In addition to the typical qualifications, the most competitively qualified candidates will possess:

  • The ability to use interactive tools to visualize or analyze air quality data including emissions control technology and especially GBS/GIS systems tracking air quality control information.

  • Proficiency with Microsoft tools in use at the APCD, including Word, Excel, Outlook, Access, PowerPoint, and SQL.

  • Experience writing manuals, reports, newsletters and articles

  • Bachelor's degree (or equivalent experience) in a related field, such as Environmental Science, atmospheric science, atmospheric chemistry, computer science, or the physical, social, or biological sciences.

  • Experience visualizing, presenting, and publishing statistical/geographic data for technical and/or non-technical audiences

  • Previous experience studying large datasets ideally atmospheric particulate matter, ozone, and/or meteorology

  • Knowledge of the capabilities and methods of air quality and meteorological instrumentation

  • Knowledge or training in federal and/or state incentive programs such as Carol Moyer, Community Air Protection, or Funding Agricultural Replacement Measures for Emission Reductions (FARMER)

Knowledge, Skills and Abilities:

Some to thorough knowledge (depending on level in series) of: principles, practices and trends of air quality and meteorology as it relates to national ambient air quality standards and measurements; air monitoring, data analysis and data visualization; nomenclature, instruments, methods, and quality assurance/quality control used in air quality monitoring, data collection, and lab data management systems and databases; numerous state and federal laws, procedures and regulations relating to air quality including incentive programs, such as Carol Moyer, Community Air Protection, or Funding Agricultural Replacement Measures for Emission Reductions (FARMER); personal computers and software including emissions control technology and especially GBS/GIS systems tracking air quality control information; basic meteorological and air quality forecasting concepts; interaction with the public; presentations; and combination of office and field work.

Some to working ability to research and analyze air quality and meteorological data and recommend effective course of action; communicate technical concepts and findings orally and in writing; organize information and present it in a clear and concise manner; write manuals, technical reports, newsletters, summarize scientific datasets and technical documents or articles; and constructively critique scientific reports.

TRAINING & EXPERIENCE EVALUATION

A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. ORAL EXAMINATION - 100%

A job-related Oral Examination may be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

NOTE: If there are three (3) or fewer qualified applicants, an oral exam will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

Candidates successfully completing the exam process may be placed on an eligible list for a period of one (1) year.

The eligible list established from this recruitment may be used to fill current and future Regular, Temporary, Fixed-term, Intermittent, or Extra Help vacancies.
