Summary This position is an Administrative Officer, GS- 0341-11 working in Ventura, CA, for the R8-Ventura Fish and Wildlife Office. Responsibilities As an Administrative Officer your duties will include but are not limited to the following: Provide advice and counsel on a range of administrative and operational management support issues (human resources and material needs, human resources availability, administrative support matters, etc.), policies, programs, objectives, and plans. Provide input and analysis for management decisions by articulating administrative management requirements. Serve as an advisor and liaison on human resources matters by coordinating organizational needs with human resources office requirements and facilitating the accomplishment of various human resource management programs. Conduct personnel-related activities as requested to include preparation of personnel actions, position descriptions, award justifications, and other personnel related documents ensuring completeness, accuracy, and inclusion of supporting documentation. Responsible for overall organizational procurement activities. Advise and assist in determining needs and acquiring equipment, supplies, materials, and repair services on the basis of necessity and availability of funds. Provide guidance and/or personally prepares procurement documents, determine appropriate sources, conduct market research, and prepare justifications as necessary. Serve as the day-to-day supervisor for a team of administrative and support personnel responsible for preparing administrative policy, coordinating administrative work procedures and prioritizing office management practices as a supervisor to subordinate staff of clerical and/or administrative workers. Plan, assign, and review work; adjust short term priorities; establishe performance standards and evaluate performance; approve leave and certify time and attendance; recruit and interview candidates for positions and recommend personnel actions; hear and resolve complaints from employees, referring those unresolved to a higher level supervisor; recognize and reward good performance; effect minor disciplinary actions and recommend actions in more serious cases; identify training needs of employees and arrange for training as needed; improve production or quality of work directed; and support and implement Government-wide, Departmental, FWS, and Regional Equal Opportunity programs. Requirements Conditions of Employment Qualifications Only experience and education obtained by 12/26/2024 will be considered. In order to qualify for this position you must possess the Minimum Qualification. Minimum Qualification [GS-11] One year of specialized experience comparable in scope and responsibility to the next lowest grade level (GS-9) in the Federal service. Qualifying experience may include: (1) preparing budget estimates or justifications; (2) monitoring a budget to ensure that obligations, expenditures, and requested allotments stay within approved funding limitations; (3) managing the acquisition of supplies, equipment, and services for an organization in accordance with regulations and policies; (4) providing administrative support to a program or organization (e.g., procuring supplies or services, initiating human resource hiring actions, payroll administration, coordinating travel arrangements, etc.); (5) conducting financial, management, or program analyses and documenting findings, issues, and recommendations. OR A Ph.D. or equivalent doctoral degree -OR- three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree -OR- an LL.M. that demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement.
