Clark College Program Manager A - Workforce Education Services in Vancouver, Washington

Clark College is currently accepting applications for a full-time, permanent classified Program Manager A. The Program Manager A supports the delivery of Workforce Education Services (WES) programs such as Basic Food Employment & Training (BFET), worker retraining, opportunity grant, supporting students experiencing homelessness. Workforce Education Services  strongly supports Clark College's initiative by providing holistic wraparound support to identify and address student barriers impacting our low-income and historically underrepresented student populations. This position is a hybrid schedule: four days in-person, one day remote. If granted, the hybrid schedule is subject to change based on the needs of the college.   • Oversee personnel decisions involving work-study employees and recommends hiring, dismissals, disciplinary action, and position allocations as it relates to work study employees. 
  • Supervise work-study staff to include establishing work-study staff schedules, facilitate training sessions, create training aides, and process time and leave reporting in ctcLink. 
  • Monitor and provide coordination with Program Specialists for front end support staff projects, ensure timely completion of tasks assigned. 
  • Maintain and update as needed, the front-end support team's policies and procedures manual. Conduct check-ins and/or audits related to WES programs student tracking and reporting spreadsheets, WES application outreach and follow up, and phone log /email inquiries.
  • Maintain accurate records for tracking work-study awards and required WorkFirst work-study paperwork.
  • Maintain WES Office supply/equipment inventory and create orders for new supplies/equipment, as necessary. 
  • Prepare facilities requests and office work orders, as needed. 
  • Schedule rooms for department events, using 25Live. 
  • Serve as a purchaser for the WES office to set up requisitions in ctcLink for payments to internal/external vendors, in conjunction with WES Director and/or Associate Director. 
  • Oversee publication development and printing of forms, website content, flyers, and other student communication. 
  • Develop and maintain the scheduling of WES Information Sessions for internal/external activities in coordination with the Associate Director of WES. 
  • Maintain WES department email; oversee responses by work-study staff and provide training where needed. 
  • Monitor and provide oversight for the WES student application. Ensure that students are contacted and connected to the Program Specialist staff for intake. 
  • Maintain WES Office Bookings Calendars for students to schedule appointments with Program Specialist staff. 
  • Maintain WES files, including copying, scanning, archiving, and record destruction in coordination with the Director of WES. 
  • Maintain WES Canvas Shells for work-study staff training purposes. Perform activities, as assigned, to support audit preparation. 
  • Participate in WES staff meetings by serving as the "scribe" tracking meeting minutes, action items to document and distribute to staff.
  • In coordination with the Director of WES, monitor, and track WES program budgets for "WorkFirst work-study, expenditures for "Goods and Services", and "Travel" budgets. 
  • Monitor payroll reports and work with Business Services office to ensure the timely completion and submission of staff time and effort reporting.
  • Scan, convert, and transfer staff files for review into MS Teams filing system for archiving.
  • Perform related duties as required.
