Actalent Land Surveyor in Vancouver, Washington

Actalent is currently seeking a qualified Land Survey Technician for a consultant position with Bonneville Power in Vancouver, WA. This position will travel up to 25% of the time.

The Land Surveyor position supports the Geomatics (TERG) organization within the Real Property Services (TER) department at Bonneville Power Administration (BPA) and provides extensive office and field support for TERG’s Field Survey teams on BPA capital and expense projects. Duties performed by the include research and preparation of field survey work packages, managing collected field data, and creating survey deliverables for Realty, Engineering, Forestry, Mapping, and numerous other originations within BPA. Additionally, this position is the primary support person to monitor and respond to all public information requests coming into BPA from Professional Surveyors and government agencies. This position directly supports and communicates with external requestors to assist them with correctly identifying the location of BPA rights. This position also creates exhibits for the right-of-way and facility boundary retracement surveys, including right-of-way marking and support of BPA Realty with encroachment surveys under the direction of the BPA Federal Surveyor. This position is primarily performed in the office, however an occasional overnight trip to a BPA field site may require.

Responsibilities Include:

  • Facilitate and perform route, engineering design, property, geodetic, and construction surveys primarily in support of BPA’s Transmission Line Engineering, Facility Engineering, and Realty Sections, under the direction of the Supervisory Land Surveyor.

  • Review, perform, and create exhibits for right-of-way and facility boundary retracement surveys, including encroachment and right-of-way marking surveys, under the direction of the BPA Right of Way Surveyor.

  • Research BPA, government agency, state, county and city records for information concerning BPA rights.

  • Inspect and verify survey deliverables for accuracy and correctness. Notify the BPA Supervisory Land Surveyor of any discrepancies. Deliverables include:

  • Field note sheets;

  • Electronic data collection files;

  • Computation sheets;

  • CAD base maps;

  • Records of Surveys and land acquisition exhibits;

  • Survey reports and narratives;

  • Encroachment and right-of-way exhibits;

  • GNSS networks and OPUS reports;

  • Electronic GIS files.

  • Draft and review scopes, schedules, statements of work, and estimates for survey work performed by survey contractors when requested by BPA Contracting Officer’s Representative (COR). Final documents will be reviewed and approved by the BPA COR.

  • With oversight and approval from the BPA COR, facilitate and coordinate the work of contract survey crew personnel. Perform complex computations and analysis using technical software (i.e. Trimble Business Center, Bentley MicroStation & Inroads, NGS Tools, ESRI ArcGIS).

  • Coordinate and support the collection of field survey data for transmission line and facility projects, including static, Real Time Kinematic (RTK), and Virtual Reference Station (VRS) GNSS data.

  • In capacity as a Professional Surveyor, check and review Record of Surveys, Boundary Line Adjustments, Partition Plats, and other official documents in accordance with organizational standards, to be recorded at various federal, state, and county government offices. All documents will be submitted to the COR for processing.

  • Complete associated documentation and archiving, such as control and alignment reports. All files to be placed in correct storage locations when completed for records retention.

  • Coordinate field survey activities with other functional organizational units such as design, construction, and forestry to determine their project needs.

  • Review and analyze vague title policy matters and legal description issues and advise BPA management and/or staff regarding applicability.

  • Maintain land survey databases and validate data quality of information entered.

  • Assist with process improvement efforts and associated administrative tasks.

  • Perform internal BPA land survey and real property records research, and coordinate with the public and other governmental agencies regarding requests for approved BPA survey information.

Qualifications:

  • Bachelor’s degree in Land Surveying, Civil Engineering or a closely related field is preferred.

  • 8 years of experience in Land Surveying is required.

  • Demonstrated experience in and knowledge of laws affecting land surveying and boundaries is required

  • Professional Land Surveyor License is required, along with 1 year of experience performing licensed level work.

  • Knowledge of professional surveying practices and procedures; state and federal laws affecting land surveying and boundaries.

  • Proficiency with the operation and maintenance of Trimble total stations, GPS equipment, and electronic levels and other various measuring instruments.

  • Expertise with state plane coordinates, horizontal & vertical datums, network adjustments (least squares), and geodetic & GNSS surveying.

  • Proficiency with electronic data collection systems and processes.

  • Must be able to download and process data files, perform complex survey computations using various software packages (i.e., Trimble Business Center, OPUS, Bentley MicroStation & Inroads, NGS tools, ESRI ArcGIS, Microsoft Office)
