Bonneville Power Administration IT Specialist in Vancouver, Washington

Summary This position is located in Operational Infrastructure and Virtualization (TTOV) organization of Operational Services (TTO), Transmission Technology Services (TT), Transmission Services (T), Bonneville Power Administration (BPA). Serves as an IT specialist and subject matter expert. The incumbent provides expert technical knowledge on mission critical and business critical data systems necessary to support a 7x24 operation. Responsibilities As an IT Specialist, you will: Perform a variety of work involving planning and coordinating the installation, testing, operation, troubleshooting, and maintenance of hardware and software systems that make up the CCN. Perform a variety of work involving planning, analysis, design, development, testing, quality assurance, configuration, installation, implementation, integration, maintenance, and/or management of networked systems used for voice, data, and/or video formats Perform a variety of work involved in ensuring the confidentiality, integrity, and availability of systems, networks, and data through the planning, analysis, development, implementation, maintenance, and enhancement of information systems security programs, policies, procedures, and tools. Plan, design, develop, manage, and enhance highly efficient network systems that respond to the BPA's business requirements; and applies available resources efficiently. Manage a large and complex network. Conduct cost-benefit analyses and total cost of ownership and capacity studies. Represent the interests of the JNRD organization in related meetings, requirement definitions, design reviews, implementation plans, etc., to ensure the integrity of the CCN. Requirements Conditions of Employment Must be a U.S. Citizen or National. This employer participates in the e-Verify program. Males born after 12/31/1959 must be registered for Selective Service. Suitable for Federal employment, as determined by a background investigation. May be required to successfully complete a probationary period. This position does not support remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period. This position has been designated as requiring a PUBLIC TRUST background. A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check. Response at any time of the day or night, seven days a week, may be required for emergency callout to address sudden failures or complex problems. Qualifications BASIC REQUIREMENT: You must have IT-related experience demonstrating each of the four (4) competencies listed below. The experience must be IT related and may be demonstrated by paid or unpaid experience and/or completion of specific intensive training (for example, IT certification), as appropriate. 1) Attention to Detail: Is thorough when performing work and conscientious about attending to detail. 2) Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside of the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3) Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4) Problem Solving: Identifies problems; Determines accuracy and relevance of information; Uses sound judgment to generate and evaluate alternatives, and to make recommendations. To meet this requirement you must demonstrate "Advanced" level proficiency in each of the four competencies listed above as follows: Advanced: You can perform the actions associated with each of these competencies without assistance. You are recognized within your immediate organization as "a person to ask" when difficult questions arise regarding each of these competencies. Focus is on broad organizational professional issues; you have consistently provided practical/relevant ideas and perspectives on process or practice improvements which may easily be implemented; you are capable of coaching others in the application of each of these competencies by translating complex nuances relating to each competency in easy to understand terms; you participate in senior level discussions regarding the competencies; You assist in development of reference and resource materials in these competencies. SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as: experience in 1) providing technical advice, guidance and recommend adoption of new or enhanced approaches to delivering IT services (e.g., installation, testing, operation, troubleshooting and maintenance), 2) developing solutions to interoperability design issues of managed systems to meet business requirements, 3) applying IT infrastructure protection and security protocols through planning, analysis, development, implementation and maintenance, and enhancement of systems security programs. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
