Bonneville Power Administration Customer Service Reliability Program Specialist in Vancouver, Washington

Summary This position is located within the Customer Service Reliability Program (TPCR) organization in Customer Service Engineering (TPC) organization in Planning and Asset Management (TP), Transmission Services (T), Bonneville Power Administration (BPA). A successful candidate in the Customer Service Reliability Program Specialist position will serve as a spokesperson on all NERC mandatory reliability matters and leads part of a team of Federal and Contract employees. Responsibilities As a Customer Service Reliability Program Specialist, you will: Interpret and set policy on the appropriate implementation of Notices of Proposed Rulemaking (NOPRs), legislation, regulatory policy statements, interpretations and standards to consider Western Interconnection, BPA and customer interests. Apply expert judgment and interpretation, ensures that BPA implements customer-dependent NERC reliability standards within regulatory deadlines in full consideration of complex interdependencies between BPA and customer compliance. Plan, develop, and implement BPA's Reliability Program setting forth BPA's strategic direction and processes for operation within NERC guidelines. Develop and lead Standard implementation plans that resolve gaps between current, and upcoming compliance requirements to address the complex interdependencies between BPA and its customers. Lead cross-functional technical reviews with in-house, external and customer management and subject-matter experts to assess and assure reliable and strategic implementation of the NERC Reliability Standards and associated policies. Perform analysis and identify remediation actions to minimize risk exposure to BPA adjacent balancing authorities and BPA customers. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as experience in interpreting and applying North American Electric Reliability Corporation (NERC), or the Western Electricity Coordinating Council (WECC), or similar reliability standards sufficient to 1) perform detailed analyses of complex functions and work processes across multiple organizations, 2) authoritatively recommend implementation activities, and 3) share information and ideas to electrical utilities (or related organizations) customer base. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
