The Illinois Quantum and Microelectronics Park (IQMP) is a first-of-its-kind park for quantum scale-up and related quantum and advanced microelectronics research and development. Minutes away from downtown Chicago along Lake Michigan, this site will: 1) build on a track record of historic investment by the State in quantum information science and technology, and 2) further establish Illinois as a global hub for quantum. The park is designed to support the full ecosystem of companies, researchers, suppliers, end users and other partners working to facilitate the development and commercialization of quantum technologies, including the world\'s first fault-tolerant computers. Job Summary
The Director will drive the strategic planning process and ensure that initiatives are aligned with the IQMP vision. Will serve as the Chief Project Officer. In all responsibilities will lead efforts to continuously improve operational efficiency, identifying opportunity for innovation and implementing best practices across all work streams. Continue to refine and implement best practices as the organization grows.
Duties & Responsibilities
- Strategic Planning for Transformation Strategy:
- Lead and implement strategic planning with key internal and external partners for the overall transformation strategy for the public-private partnership, ensuring alignment with both public and private sector goals, and positioning the project as a national model for innovation and community development.
- Project Management:
- Oversee coordination of workstreams in the development of a deep-tech focused campus. These workstreams include, but are not limited to, site planning, infrastructure, facilities, security, business development, federal funding, operations, community engagement, communications, and workforce development.
- Stakeholder and Community Engagement:
- Support CEO by serving as a liaison with senior public and private stakeholders, including city, state, and federal partners, education leaders, as well as private sector entities, ensuring alignment and securing buy-in for strategic decisions.
- Oversee community engagement to ensure strong partnership in the IQMP community, working with the City of Chicago and the State of Illinois.
- Workforce and Business Development:
- Lead workforce development activities to ensure inclusive growth and foster local talent.
- Identify and develop partnerships with key stakeholders, including universities, non-profit institutions, state government, and the private sector.
- Contribute to business development processes and pipelines, actively driving opportunities for growth and collaboration.
- Quantitative Analysis, Process Optimization and Problem Solving:
- Provide quantitative analysis to support decision-making, resource allocation, and the long-term sustainability of the partnership\'s initiatives.
- Identify personnel and budget requirements, planning key hires over a 24-month horizon.
- Implement processes and reporting mechanisms to track progress across workstreams, resolve emerging issues, and ensure timely completion of project milestones.
- Risk Management & Compliance:
- Oversee risk and compliance across the partnership, ensuring adherence to regulatory, legal, and ethical standards.
Minimum Qualifications
- Bachelor\'s degree
- 8 years of experience in policy, research, and/or communications roles within and/or in partnership with non-profit institutions, state or federal government, and/or federal agencies
- 4 years of experience in management consulting with experience in large-scale transformation, strategic planning, and operating model design
- Proven experience leading and managing complex, multi-workstream projects in public-private partnerships
- Experience in managing budgets and resources over multi-year projects
- 10 years of management experience, with a focus on leading high-performing teams and fostering collaboration across sectors
- Demonstrated track record in supporting diversity, equity, and inclusion in the workplace and in partnership
Preferred Qualifications
- Master\'s Degree. MBA strongly preferred.
