JOB DESCRIPTION AND POSITION REQUIREMENTS:

We are searching for a positive and detail-oriented person to join our Proposal Office at the Applied Research Laboratory (ARL) at Penn State University. ARL's purpose is to research and develop innovative solutions to challenging scientific, engineering, and technology problems in support of the Navy, the Department of Defense (DoD), and the Intel Community (IC). You will support efforts to ensure ARL makes well-informed decisions regarding bid and proposal efforts.

ARL is an authorized DoD SkillBridge partner and welcomes all transitioning military members to apply.

You will:

Assist principal investigators and technical staff with cost estimates

Review, evaluate, and assist the proposal team on solicitation requirements, performing compliance reviews to ensure requirements are met

Analyze, prepare, and process various types of proposals and budgets; (e.g. firm fixed price, cost plus fixed fee, and time and materials)for federal agencies and industrial sponsors

Monitor deadlines and coordinate with the proposal team to ensure timely submissions, while resolving any issues or deficiencies

Contribute ideas for process improvements and assist with the development and implementation of web-based, automated proposal systems, including system requirement development and system testing

Minimum requirements include a Bachelor's degree or an equivalent combination of education and experience.

Required skills/experience areas include:

Proficiency with Microsoft Office (Word, Excel, and Outlook)

Experience or exposure to cost estimating, budgeting, and financial analysis

Past success managing or being part of a team that manages multiple projects and tasks with strict deadlines

Previous success with collaborations in a diverse, multi-disciplinary, team-oriented culture

Ability to express yourself and ideas successfully in various forms of communication to others in order to provide understanding

Willingness and ability to learn, adapt, and grow in a dynamic environment

Preferred skills/experience areas include:

Experience with a commercial Enterprise Resource Planning (ERP) systems, such as SAP or Oracle e-Business Suite

Experience reviewing and understanding formal Request For Quotations (RFQs, RFPs, RFIs, etc.) and other sponsor requirements

Current eligibility for access to classified information at the Secret level or higher and may be subject to a government background investigation to upgrade clearance eligibility, if required.

The proposed salary range may be impacted by geographic differential.

The salary range for this position, including all possible grades is: $56,200.00 - $81,500.00
