JOB DESCRIPTION AND POSITION REQUIREMENTS:
We are searching for an Algorithms, Prototyping and Integration (API) Department Head to join our Visualization and Decision Support Division (VDS) of the Applied Research Laboratory (ARL) at Penn State.ARL’s purpose is to research and develop innovative solutions to challenging scientific, engineering, and technology problems in support of the Navy, the Department of Defense (DoD), and the Intel Community (IC). The API Department is responsible for the rapid research and development of sensemaking & visualization capabilities that leverage access to unique and tactically relevant data sources to support the DoD/IC in optimizing their limited human capital and intelligence gain through automation. The mission of API is to transition these prototype capabilities within operationally relevant multiple security domains in compliance with DoD and IC secure computing requirements.
The API Department Head, who reports to the head of the Visualization and Decision Support (VDS) Division, is expected to develop, lead, and support the execution of interdisciplinary research and development projects, as well as provide technical expertise on related projects given a successful track record of delivering excellent project results.
This position may be filled as either a Research and Development Engineer or a non-tenure Research Faculty.

You will:
Operate and manage the department, including preparation and execution of department budgets, strategic planning, and staff and resource development and utilization
Develop and execute the strategic vision, goals, and plans of the API Department in concert with the Visualization and Decision Support (VDS) Division
Work closely with the VDS leadership to properly plan, staff and execute programs across the Division
Provide overall leadership, direction, and oversight for programs and research activity across advanced technology areas
Participate in new customer development efforts and business generation
Provide technical expertise and direction in the development, test, and integration of software-based algorithms and prototypes given a successful track record of delivering excellent project results
Recruit, develop, and promote current and future generations of the engineers, faculty, and staff to advance the core competency of the department
Develop, lead, and support the execution of interdisciplinary research and development projects
Operate and manage the department, including preparation and execution of budgets, strategic plans, and staff and resource utilization.
Travel to other ARL offices and sponsor locations in support of your duties
Faculty rank will be commensurate with education and experience. Minimally requires a Bachelor's Degree in an engineering or science discipline plus 5 years' related experience. A Masters or Doctorate degree is preferred.
Additional responsibilities of higher level positions include:
Provide expert level technical expertise, especially in the area of software systems engineering for both front and back-end applications.
Initiate or contribute to business development activities (i.e. white papers, proposals, etc.)
Maintain liaison with individuals and units within and outside ARL
Manage projects of varying size and scope, including technical elements, budget/schedule implications, and communication with sponsor(s)
Required skills/experience areas include:
Excellent proven organizational, leadership, and technical management skills, as evidenced by previous positions and accomplishments
Experience as a Principal Investigator on both large and small research projects
Experience with sponsoring offices for relevant technology areas and proven ability to obtain external funding for proposed research
A record of technical accomplishments in one or more of the research areas noted above
Personal characteristics of high energy and integrity, capability to work and communicate with others, ability to solve problems, sound judgment, and a commitment to diversity
Strong interpersonal skills as demonstrated by team building and key personnel development
Excellent presentation skills for effective written and oral communication

Your working location will be fully on-site, located in either State College, PA or Reston, VA.
