U.S. Army Corps of Engineers Project Engineer (Construction) in Tyndall AFB, Florida

Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as Senior Project Engineer and Contracting Officers Representative (COR) responsible for the enforcement of contract requirements for all assigned contracts. Utilize all available resources to maintain progress and ensure safe, high quality, and timely completion of projects. Responsibilities Assure that all construction is accomplished in accordance with proper quality control, assurance procedures, and governing plans and specifications. Approve contractors’ construction schedules and quality control procedures. Confer with contractors to solicit advice in resolving design problems. Receive and check for contract compliance of technical submittals from contractor such as shop drawings, catalog cuts, samples, certification of compliance, and test results. Prepare change order documentation on field originated and engineering originated change orders. Modify documents to ensure compliance with the Federal Acquisition Regulations. Requirements Conditions of Employment Qualifications This is a Term appointment not to exceed 13 months, with provisions to extend in one year increments, up to a maximum of 8 years. Using this Direct Hire Authority, there is no option for conversion to a permanent position at the end of the term appointment. A term appointment is a non-status appointment to a position in the competitive service for a specified period exceeding one year and lasting not more than six years, with a possibility for extension to eight years. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12, you must meet the minimum qualifications requirement using experience alone--no substitution of education for experience is permitted.
