Job Description

This position is responsible to maintain our pricing manuals, ratio studies, all types of land tables and all costing data for the

parcels in our county. The position manages the appraisal costing tools and the analysis of the County Assessors office

methods for parcel valuations. The position also requires a weekly reappraisal quota, to stay familiar with the pricing

software, and current office appraisal processes. The work is performed under the direction of the Appraisal Department

Supervisor, but considerable latitude is granted for the exercise of independent judgment and initiative. The principal duties

of this class are performed in a general office environment.

Duties / Responsibilities

Manages the systems used for cost manuals, ratio studies, all types of land tables and the analysis of all available

data;

Verify sale data prior to entry into Proval;

Maintain reappraisal quota;

Assists in the completion of industrial and section 42 appraisals;

Supervise and complete annual agriculture surveys;

Create neighborhood analysis group and modifiers;

Manage the ProVal costing manuals with continual testing for accuracy;

Ensure compliance with State Tax Commission valuation guidelines through Ratio Studies;

Maintain Manifold and complete Crystal reports as needed for the Appraisal Department;

Reviews all costing methods to verify completeness and accuracy;

Runs data queries to insure values are fair and equitable;

Keeps immediate supervisor fully and accurately informed concerning work progress, including present and potential

work problems and suggestions for new or improved ways of addressing such problems;

Communicates and coordinates regularly with appropriate co-workers to maximize the effectiveness and efficiency of

interdepartmental operations and activities.

Maintains strict confidentiality in all cases;

Interacts with County employees, customers, visitors and the general public effectively and professionally.

Handles all appeals pertaining to market studies

Assists in other responsibilities of the Assessors office as needed;

Performs other duties as assigned.

Qualifications

The requirements listed below are representative of the minimum knowledge, skill, and/or ability required for an individual

to satisfactorily perform each essential duty and be successful in the position.

Knowledge of:

Processes, procedures, and current state codes and County ordinances governing ad valorem taxes;

County computer programs and applications specific to property assessment and valuation;

Computer data entry procedures, basic computer installation and troubleshooting;

Operation of standard office equipment, including a personal computer and job-related software applications;

Customer service procedures and techniques;

English grammar, spelling, and punctuation;

Current office practices and procedures.

Skill and Ability to:

Update, maintain and balance property records;

Assist the Appraisal department with Assessor Office computer troubleshooting and repair;

Run, print and analyze data reports for compliance with regulations, standard procedures and requirements;

Communicate effectively, verbally and in w riting;

Respond to the public over the phone or in person in a tactful, pleasant, and courteous manner;

Speak clearly and communicate accurate information to others.

Use English to communicate effectively with others.

Proficiently operate computers, software programs, such as Microsoft Word, Excel, PowerPoint, or similar office

software to create documents and other materials, maintain information, and generate reports.
