Summary

The UAM Manager of Finance and Compliance supports compliance-based and risk-based T&D initiatives, including, but not limited to, PGE’s Facilities Inspection and Treatment to the National Electrical Safety Code (FITNES) program, PGE’s Joint Use and Wireless Co-location programs, and PGE’s Ignition Prevention Inspection program. The position manages and develops a team comprised of analysts and resource schedulers. The UAM Manager of Finance and Compliance must have broad management experience spanning people, process, technology, and data. This position requires deep financial acumen as well as subject matter expertise relating to: Public Utility Commission of Oregon (OPUC) Chapter 860, Division 024 administrative rules and Chapter 860, Division 028 administrative rules; the National Electrical Safety Code; and utility T&D operations. A key aspect of this position involves strong collaboration with diverse stakeholders to achieve goals and strategic objectives.

Key Responsibilities

  • General Management: Oversees a team of supervisors and/or professional employees responsible for transmission and distribution activities, ensuring that objectives are met and all relevant standards/procedures are followed; ensures that operational problems are identified and resolved; ensures that operational procedures and working practices are current and fit for the purpose; ensures compliance with all relevant laws, regulations and policies.

  • Work Oversight: Manages various functions of assigned area. Establishes staffing plans, work plans and budgets as necessary to ensure resources and programs are in place to effectively manage activities; determines the extent supplemental labor and/or contractors may be needed for contingencies. Develops and monitors short- and long-range plans and performance metrics; monitors productivity against metrics. May participate in annual regional planning and direct restoration activities during outages; may determine major restoration methods and direct implementation; assigns and serves on duty weeks. Ensures that communications systems are in place so that all personnel are aware of and supporting the company’s Strategic Direction.

  • Strategy and Planning: In collaboration with other managers, develops overall strategy and vision for teams to ensure power reaches customers in a safe, efficient manner in compliance with all applicable laws and regulations; oversees development scorecard metrics for teams; develops and implements plans to facilitate employee engagement.

  • Project Management: Depending on specialty area(s) assigned, may oversee major capital projects, including development of scope and success criteria, managing capital budget, procuring resources and overseeing outsourced work, managing project scheduling, collaborating with other groups and overseeing overall implementation.

  • Program Management: Depending on area(s) assigned, may manage or oversee major distribution or transmission operational programs’ design and management, ensuring programs meet corporate and departmental goals and integrate with one another and adapting programs to meet emerging needs; ensures programs align to one another and processes integrate; facilitate power delivery to customers in a safe and efficient manner through program development and implementation.

  • Internal Collaboration: Serves as a subject matter expert and provides or directs others to provide input, guidance and expertise within the department and to other departments; collaborates with other departments to ensure programs and projects align to ensure safe and efficient overall operation of the transmission and distribution system; ensures goals and strategic objectives align with a customer focus.

  • Vendor Management: May develop overall work optimization strategy and determine which programs or tasks to outsource; may oversee vendor selection, establishing metrics and service level agreements, monitoring vendor performance and working with vendors to resolve issues; may oversee vendor negotiations.

  • Financial Management: Monitors and manages expenditures, ensuring that all financial targets are met, and examines any areas where budgets/expenditures vary from plan; assists with the definition and operation of effective financial controls and decision making.

  • Resourcing: Oversees resourcing decisions and planning for team; partners with HR in the definition of jobs, recruitment, evaluation and selection processes.

  • Professional Development: Reviews organizational development needs and training strategies to determine required learning and development outcomes for the team; provides guidance in the creation of development plans; monitors ongoing progress and provides coaching and mentoring and provides feedback; completes annual performance management reviews.

Qualifications

Education/Experience/Certifications:

  • Requires a bachelor’s degree in business or other related field or equivalent experience.

  • Prefer eight or more years in utility distribution operations with at least three years of leadership experience.

  • Project Management Professional (PMP) a plus.

  • Valid driver’s license required.

PGE supports hybrid flexible work arrangements; and will have a combination of in-the-office and working offsite. This individual will need to be located within 75 miles from job location. However, these arrangements may change due to business needs or changes in responsibility.

Compensation Range:

$116,410.00 - $216,190.00

Actual total compensation, including a performance based incentive bonus, is commensurate with experience, skills, qualifications, education, training, and internal equity. While we anticipate the selected candidate for this position will fall towards the middle or entry point of the compensation range, the decision will be made on a case-by-case basis.
