Job Summary:

Creating a safe, sustainable municipal infrastructure which makes Toronto livable is the responsibility of our Engineering and Construction Services (ECS) Division. Providing specialized engineering design and construction services to Toronto Water, Transportation Services, Solid Waste Management Services and other City of Toronto divisions, Agencies, Boards and Commissions, and external clients such as the development industry, utility companies and other public agencies are essential.

As a Land & Property Surveys Supervisor within the Engineering Support Services Section, you will make a valuable contribution to the work, goals, and achievements of the Division. Reporting to the Manager of Land and Property Surveys, you will supervise and coordinate the field survey office function in the production of property surveys, to in turn, support the engineering design, construction, infrastructure records and mapping update functions. This will include working with the Capital Delivery team and partnering City divisions in the creation of Reference, Expropriation and Topographic Plans.

Leveraging your project management skills and experience in survey field and office procedures, you will supervise the use of field and office electronic data, workflow optimization, business process review, service rationalization and office automation systems, as well as distribution and effective use of vehicles, survey instruments, CAD systems, safety equipment, communication equipment and field supplies. Managing the property surveys fleet, including coordination of equipment servicing, repair, and replacement, will be an integral part of your job.

Full supervisory accountabilities

Your ability to handle day-to-day personnel and labour relation issues and monitor, motivate, develop, and evaluate assigned staff, will be evident, as you supervise day-to-day staff operations - from scheduling, assigning, and reviewing work, to ensuring effective teamwork, and high standards of work quality and organizational performance, to promoting continuous learning and innovation. You will also be expected to implement detailed plans and recommend policies and procedures regarding program-specific requirements, as well as provide input into, and administer, the assigned budget, to ensure that expenditures are controlled within the approved budget.

Technical expertise and leadership

Recognized for your strong knowledge of surveys field standards and methods and/or CAD standards and methods, you will enforce quality control and quality assurance practices and procedures, including survey adjustments and integration with the horizontal and vertical control network. You must be well equipped to review and supervise field records, ensuring access to property survey records, as well as recording and tracking property surveys-related costs, and time-on-job data, whilst applying operating policies and procedures in compliance with corporate authority and health & safety legislation and regulations.

Among the other strengths you bring to the role of Supervisor, Land and Property Surveys, will be the following Key Qualifications:

  1. Experience in survey field and office procedures as it relates to Cadastral Surveying.

  2. Post- Secondary education in Geomatics or Civil Engineering, or the equivalent combination of education and experience.

  3. Knowledgeable in supervising and/or providing work direction to staff in an engineering, surveying and/or technical, in a unionized environment.

  4. Experience in survey field data capture methods, downloading and processing.

  5. Knowledgeable in applying the Occupational Health and Safety Act and its Regulations therein.

You must also have:

Knowledge of integration of field and office electronic survey systems related to GPS and Total Stations standards, hardware and software, high-precision surveys, related adjustments. CAD and coordinate geometry will also prove invaluable in carrying out your responsibilities. A valid class G driver's licence is required, with the ability to acquire a city drivers permit to travel to and from various locations. Membership in the Association of Ontario Land Surveyors, the Association of Professional Engineers of Ontario, OACETT would be an asset.

This supervisory role is a great opportunity to demonstrate your analytical, interpersonal, problem-solving and conflict resolution skills, and well-developed interpersonal, human relations, written and oral communication, negotiation, and conflict resolution skills, enabling you to build effective relations and partnerships with all stakeholders, including the public, elected officials, and management staff. Sound judgment in public and personnel relations is key, as is the ability to exercise independent judgment and discretion in handling confidential personnel matters, interacting effectively with all levels of the organization, and forging solid relationships with internal and external clients.

A Qualified List of candidates will be established for the Supervisor Surveys position in the Land & Property Surveys unit and will be in effect for up to one year from the date the list is created. Qualified candidates on the list may be considered when filling future permanent vacancies in this position.
