Emergency Contracts Unit:

As a member of the Distribution and Collection - Emergency Contracts Unit, the Supervisor is responsible for supervising and providing construction and technical expertise to inspection staff involved in delivering Capital and Operational programs related to water distribution and wastewater collection systems. The role requires close collaboration with Distribution and Collection Operations staff to ensure the effective delivery of construction services during emergencies.

Major Responsibilities:

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.

  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.

  • Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and co-ordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.

  • Provide input into and administers, monitor assigned capital and operating budget and ensures expenditures are controlled and maintained within approved budget limitations.

  • Supervises and Coordinates work with stakeholders (other sections within the Division, government agencies, utilities etc.) to plan, design, tender, construct, inspect, and administer construction projects.

  • Prepares detailed construction budget estimates, monitors and controls expenses against approved budget throughout the construction period.

  • Assists in the preparation of tender documents and secures necessary approvals for various government agencies.

  • Evaluates construction tender documents and proposals and makes recommendations to the appropriate standing Committee of Council for approval.

  • Facilitates and organizes project related meetings, to ensure effective teamwork and communication, high standards of work quality, organizational performance and continuous learning.

  • Inspects, monitors and supervises work in progress by contractors and departmental staff and ensures that all work is executed in accordance with relevant legislation (i.e. health and safety), and approved project drawings and specifications.

  • Attends various construction sites to resolve issues relating to construction activities. Prepares detailed and timely reports, records, schedules, monthly status reports, initiates correction of deficiencies and warranty items as required.

  • Communicates and liaises with the public, other departments, Councillors, internal and external stakeholders to provide customer service and effectively conveys technical project information. Prepares correspondence and responds to enquiries and complaints with practical resolutions to any conflicts, claims and concerns that may arise as result of construction projects.

  • Ensures that the project expenditures are controlled and maintained within approved budget limitations.

  • Provides quantities and assists in the preparation of all project progress/final payments. Reviews and approves alternate designs or construction proposals by contractors/consultants. Represents the City and department at site meetings and on various technical committees including staff and stakeholders.

  • Attends project related community consultation meetings as required. Attends various committees, public meetings and pre-construction meetings with contractors and other stakeholders on behalf of the Division.

  • Undertakes special projects as assigned.

Key Qualifications:

Your application must describe your qualifications as they relate to:

  1. Post-secondary education in Civil Engineering or Civil Engineering Technology or a related discipline or an equivalent combination of education and experience.

  2. Extensive experience in municipal engineering, contract administration, and construction inspection.

  3. Considerable experience in the core functions of water distribution system and/or wastewater collection system within an operational environment.

  4. Considerable knowledge of and experience applying Legislation related to the position including the Occupational Health and Safety Act.

  5. Considerable experience applying interpersonal and teamwork skills with the ability to collaborate and work effectively with staff, contractors, colleagues, elected officials, consultants, developers, and other internal and external clients and stakeholders.

  6. Must possess and maintain a valid Province of Ontario class "G" driver's license and be eligible to qualify for a City driver's permit and access to personal vehicle for City.

You must also have:

  1. Ability to motivate staff and ensure they work safely, efficiently, and productively.

  2. Proficient in supervisory competencies including well developed human relations, communication, organizational, negotiation and conflict resolution skills.

  3. Ability to communicate effectively both verbally and in writing at all organizational levels.

  4. Extensive knowledge of Ontario Provincial Specifications (OPS) and/or City Standards and Specifications as related to municipal infrastructure.

  5. Ability to interpret municipal contract drawings and specifications.

  6. Ability to provide senior management with appropriate timely reports.

  7. Proficiency in the use of general computer software including Microsoft Office suite; Work Management Systems and project management software.

  8. Membership or eligibility for membership in the Ontario Association of Engineering Technicians and Technologists would be an asset.
