Operational Risk Management is accountable for the design and implementation of TD’s Operational Risk Management Framework that sets out the Bank’s policies, processes and practices for the identification, assessment, reporting, mitigation and control of operational risk. Within this context, ORM acts as an independent risk management function responsible for ensuring the Bank has an effective operational risk management program to manage risk within the Bank's risk appetite.

TDBG applies the “Three Lines of Defence” model to risk management. As a representative of the second line of defence, the position of Senior Manager, Operational Risk Management ensures the appropriate design, implementation and/or execution of ORM programs. This position reports to the VP, ORM Programs.

Senior Manager, Operational Risk Management will be responsible for:

Key Indicator Program: Includes design, implementation and ongoing validation of the program as well as evolving the program to continuously align to regulations and meet changing industry expectations. Operational Risk Operating Committee (OROC) meeting coordination and administration including agendas, meeting materials and minutes. Coordination and vetting Operational Risk Management Major Risk Category (MRC) view in Risk Appetite Refresh, Risk Appetite Scorecard, adhoc Stress Testing activities as well as key contact for Regulatory requests and exams. Refreshing and maintaining other ORM policies, standards, guidelines (e.g. Internal Control Policy, ORM Program Validation) and C-ORM risk assessments

Key Responsibilities include:

  • Oversee a team of Risk Specialists and collaborate with risk and business partners for successful coordination and delivery of ORM Programs

  • Own, enhance and implement ORM programs in line with the industry practices and evolving regulatory expectations to provide sustainable risk management benefits to the Bank

  • Consolidate, synthesize, and effectively communicate the Operational Risk Management Major Risk Category (MRC) view to senior management

  • Ensure ORM program and OROC documentation artifacts are high-quality, accurate, completed within required timeframe, and meet all regulatory standards/expectations

  • Conduct periodic benchmarking of TD’s methodology/practices to industry best practices and evolving regulatory expectations

  • Represent TD as a subject matter expert in meetings with Regulators and industry working groups

  • Identify strong talent, recruit, and develop a diverse talent pipeline of qualified workforce to innovate and maximize individual strengths to lead to a better business outcome

Department Overview:

Corporate Operational Risk Management (C-ORM) is accountable for the design and implementation of TDBG’s Operational Risk Management Framework, which sets out the Bank’s governance, policies, processes and practices for the identification, assessment, reporting, mitigation and control of operational risk. Within this context, C-ORM acts as an independent risk management function responsible for ensuring the Bank has an effective operational risk management program to manage risk within the Bank's risk appetite.

Job Requirement:

  • Over 10 years of related experience (e.g. experience in Risk Management, Audit, etc.).

  • Excellent presentation, organizational, analytical, interpersonal and communication skills to communicate information clearly to employees and management throughout the Bank.

  • Exceptional leadership and planning skills to handle teams with functional diversity and complexity, and multiple points of contact

  • Strong people skills - with demonstrated ability to impact and influence. The ability to build positive relationships with stakeholders across the Bank, work in a demanding environment and handle multiple deadlines and priorities.

  • Strong knowledge and understanding of the financial services industry, risk management and regulatory requirements. Familiarity with Canadian and U.S. regulatory requirements and industry standards regarding operational risk management is valuable.

  • Sound financial acumen, specifically exceptional research and analytical skills – ability to absorb information on a variety of often complex issues (financial and non-financial) and provide insights.
