The Accounting Services Division (the Division) is responsible for the accounting and financial reporting obligations of the City of Toronto (the City), and for ensuring that the City’s transactions are accounted for in accordance with the Public Sector Accounting Standards (PSAS).

The Division's Accounting Policy and Advisory Services (APAS) section is responsible for governance over the City's accounting policies, leading the implementation of new PSAS, and providing accounting assessments for complex transactions.

Reporting to the Manager, Accounting Services , you will assist in executing on the APAS section’s overall medium and long-term strategic plan that is focused on delivering a comprehensive suite of corporate accounting policies that address current policy gaps and mitigate ongoing accounting and financial reporting risks.

You will play a key role in ensuring that the City’s accounting practices align with PSAS by monitoring new accounting standards issued by the Public Sector Accounting Board (PSAB) and working collaboratively with City divisions to execute on project plans to operationalize the new accounting requirements. In addition, you will assist with developing responses to new Exposure Drafts issued by the PSAB with a focus on clearly articulating the City’s views and positions on the proposed new accounting requirements.

You possess significant knowledge of Generally Accepted Accounting Principles that you will use to provide leadership and subject matter expertise to support the Division’s accounting policy and accounting standard initiatives, and to ensure that the City’s accounting practices and transactions are accounted for consistently and accurately.

This role will require you to collaborate and work with key stakeholders and business partners across the organization to evaluate current accounting practices, assess them against PSAS requirements, and provide recommendations that strike a balance between achieving overall corporate goals and objectives and upholding the transparency and accuracy of the City’s financial reporting. As a strategic partner to City divisions, you will be relied upon to deliver sound accounting advice on complex accounting transactions and issues, and to provide accounting assessments that are supportable and align with PSAS.

You are an excellent communicator that is comfortable with dealing effectively and professionally with various levels of staff within the City and with presenting accounting positions and other financial analyses to divisional staff and senior management, as needed.

Your experience with motivating, and training staff has equipped you to handle leadership duties such as supervising the day-to-day tasks of assigned staff and promoting an environment of effective teamwork, high standards of work quality and continuous learning and development.

The Division's mandate calls for a level of expertise acquired through a Canadian professional accounting designation (e.g. CPA, CPA-CA) supplemented by significant professional experience in an accounting, auditing and/or a financial reporting environment. Such a background will have included significant knowledge and experience with GAAP (e.g. PSAS, IFRS, ASPE, ASNPO), preparing financial statements, implementing new accounting standards, providing accounting and internal control recommendations, and developing accounting policies and procedures.

You are comfortable with using Microsoft Office applications, such as Excel, Word, and PowerPoint, as well as ERP / computer-based accounting systems such as SAP, Oracle, Business Intelligence, CaseWare, and QuickBooks.

Success in this role is also dependent on your excellent stakeholder relationship and project management skills, as well as your ability to identify and manage financial risks in the context of materiality, transparency and effective stewardship of City assets.
