Job Description
Creating the safe, sustainable municipal infrastructure that makes Toronto so livable is the responsibility of our Development Review (DR) Division, which provides specialized engineering design and construction services to Toronto Water, Transportation Services, Solid Waste Management Services and other City of Toronto divisions, Agencies, Boards and Commissions, and external clients such as the development industry, utility companies and other public agencies.
The Engineering Review Section plays a vital role within DR by ensuring that applications for land developments, transit, and third-party projects conform to City standards, policies, guidelines and procedures, and that resulting service needs can be met by existing infrastructure or, where that's not possible, new or upgraded infrastructure is identified and provided. If you're widely recognized for your accountability and sense of personal ownership, and your ability to proactively identify and address problems as they arise, as well as multi-task, prioritize and meet deadlines and other KPIs, this is where you want to be.
As a Senior Engineer in the Development Engineering Unit of the Engineering Review Section, you'll act as a case manager in the review of development applications made under the Planning Act, including Official Plan Amendments, Secondary Plans, Plans of Subdivision, Zoning By-Law Amendments, Consent to Sever, Site Plan Control and Plans of Condominium proposals. This role will also involve representing the Unit on cross-divisional teams in support of large city-building programs.
Senior Engineer Accountabilities
As is typically expected of a Senior Engineer, you'll manage multiple assigned projects - from inception to completion - as well as review, and recommend approval of, the scope and cost of all new City infrastructure required to support proposed developments and transit projects. An integral part of your job will entail coordinating comments and sign-off from various City operating divisions, and ensuring that permits and approvals are secured from internal divisions and external agencies. An excellent communicator at all organizational levels, you'll provide detailed comments and technical reviews of engineering proposals, including engineering drawings, studies, reports and contracts, and use your engineering expertise and application of best practices to ensure compliance with City policies, standards and by-laws. You will be required to ensure that the project expenditures are controlled and maintained within approved budget limitations.

Recognized for your ability to provide coaching and technical guidance to members of the team, you'll provide oversight and direction to inspection staff to ensure that work complies with the agreed-upon requirements and to facilitate any required changes. Leading the way in managing and delivering assigned projects, you'll ensure effective teamwork and communication, high standards of work quality and organizational performance, and maintenance of related data, and promote continuous learning.
Technical expertise and innovation
With your commitment to best practices and to keeping current with technological developments in the field of municipal engineering, and your strong knowledge of stormwater management principles and techniques, and the application of engineering theory, principles and practices to municipal infrastructure design and construction, you'll be a valued source of technical expertise. As such, you'll represent the Division at meetings with the public, stakeholders and councillors, and at project, committee and organizational meetings with planners, administrators, contractors and other external service providers, while also providing expert testimony at planning tribunal board hearings, and court proceedings.
Communication and stakeholder management
Adept at conveying technical and non-technical information to a variety of audiences, and comfortable operating in a complex, multi-stakeholder environment like ours, you'll establish and maintain linkages to other units in the City to coordinate input and ensure effective partnerships. You'll also liaise and maintain relationships with a diverse group of stakeholders - from colleagues and elected officials, to consultants, government agencies, developers and the general public - related to assigned projects.
KEY QUALIFICATIONS
Among the other strengths you bring to the role of Senior Engineer will be the following key qualifications:
Registration as a Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO), preferably in the discipline of Civil Engineering
Extensive experience in the development engineering field, design and/or delivery of linear municipal infrastructure and in applying the principles of engineering in the design and/or review of engineering submissions
Extensive experience in preparing and/or reviewing servicing and stormwater management reports, as well as engineering studies and drawings submitted in support of development or transit projects or applications.
Extensive experience in managing the delivery or review of multi-disciplinary land development or transit projects, involving significant municipal infrastructure and multiple stakeholders.
Possession of a valid Province of Ontario Class "G" Driver's Licence.
Given the scope of this role, you'll also call upon your knowledge of policies, procedures and standards governing contract administration, and applicable legislation (e.g., Ontario Water Resources Act, Safe Drinking Water Act, Planning Act, Occupational Health & Safety Act, Accessibility for Ontarians with Disabilities Act), and proficiency using software such as MS Outlook, Excel and Word, and Adobe Acrobat. Daily access to a vehicle may also be required to travel to various work locations and construction sites in a timely manner.
