Job Summary:

Toronto Paramedic Services is looking to hire an enthusiastic individual to support its Complement Management team! In this role you will assist the team in overseeing and reporting on internal complement changes; from ensuring adequate budget to hire, to using your detailed understanding of the divisional organizational structure and related cost centres to provide advice and key metrics to senior leadership to assist with strategic staffing objectives.

The Operations and Budget Analyst PS & TPS will, analyze and monitor divisional complement information (complement, vacancies, org units) as well as financial Salaries and Benefits information to support divisional mandates, initiatives and performance targets. They will prepare/provide reports and projections to assist management in the monitoring of expenditures and development of budgets. They will also review internal divisional processes relating to financial activities and make recommendations to ensure compliance to corporate guidelines.

Major Responsibilities:

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.

  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.

  • Administers a variety of position movements and creations within the division using SuccessFactors

  • Prepares periodic complement related reports for senior leadership including a regular vacancy report

  • Responds to ad hoc queries related to divisional complement, and ability to hire

  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.

  • Develops, implements detailed plans, prepares reports, maintains and provides statistical analysis and recommends policies/procedures regarding program specific requirements.

  • Develops internal procedures and standards on service delivery in accordance with City policies and procedures.

  • Establishes and maintains effective financial control of various programs and services.

  • Ensures divisional compliance with divisional/corporate financial policies and procedures.

  • Performs financial compliance type audits to ensure a high level of performance and accountability.

  • Reviews the effectiveness of financial and internal controls in the division for improvements in practices and procedures on a regular basis.

  • Performs account analysis and reconciliation of financial records and transactions in SAP.

  • Develops and maintains various analytical tools, reports, spreadsheets, graphs and analysis concerning financial and operational performance.

  • Participates as an effective member of the management unit, and provides support to senior management by undertaking special projects and assignments (divisional, cluster or corporate) as may be required from time to time.

  • Maintains knowledge of industry standards, technologies, trends and best practices.

  • Ensures work is undertaken in a manner that complies with and supports City compliance with the Ontario Occupational Health and Safety Act (OHSA),other relevant codes and regulations and City policies.

Key Qualifications

  1. Experience with complement management and salary cost planning guidelines, processes and procedures including knowledge and experience with SuccessFactors, PBF systems and PEP projections.

  2. Considerable experience in budget control and reporting, accounting or financial analysis in major public or private sector organization(s).

  3. Post-secondary education in a discipline pertinent to the job function (e.g. Accounting, Financial Management), professional accounting designation (e.g. CPA) or equivalent combination of education and experience.

  4. Considerable experience with application of databases, word processing and spreadsheet applications such as Access, Excel, Word, etc., to prepare data analysis and presentation materials.

  5. Ability to work in a highly demanding work environment with many competing priorities and deadlines.

  6. Sound judgement with an ability to work independently on confidential and sensitive matters with minimum supervision.

  7. Ability to develop, recommend and implement effective solutions relating to budget and financial issues.

  8. Highly developed interpersonal and stakeholder management skills, including both oral and written communication skills, with ability to interact and communicate effectively at all levels of the organization.

  9. Ability to provide work direction and training to staff.

  10. Familiarity with government legislation in the area of Occupational Health & Safety.
