Department Overview:

Operational Risk Management (ORM) works as an independent team, in partnership with the businesses and corporate functions of TD Bank Group, to further the understanding and management of operational risk across the Enterprise.

TD Securities and Treasury ORM is part of the 2nd line and provides independent operational risk management oversight of TD Securities and Treasury Balance Sheet Management (TBSM). We partner with the 1st line of defense in identifying, reporting, and mitigating operational risk issues and are the subject matter experts on the operational risk framework and business risks/processes/controls. The group executes 2A accountabilities in support of the three lines of defense framework with a mandate to enable business growth, within risk appetite through a culture of effective challenge and continuous improvement.

Manager, ORM . The Manager will report to the AVP, TDST ORM and is accountable to:

  • Execute 2A requirements in support of the three lines of defense framework.

  • Partner with TBSM Business in identifying, reporting and mitigating operational risk issues and be a subject matter expert in the operational risk framework and risks/processes/controls.

  • Apply sound judgement and carry out practices for overseeing and challenging the effective implementation of operational risk management activities.

  • Maintain a strong understanding of function owned risks to adequately assess risk exposures and impacts.

  • Apply understanding of TBSM business and function risks to adequately assess risk exposures and impacts.

  • Analyze data, make recommendations, and execute deep dive reviews based on emerging trends and risks.

  • Develop and maintain relationships with key business and control group stakeholders.

  • Keep abreast of emerging issues, trends, and evolving regulatory requirements and best practices in so far as they relate to operational risk management.

  • Assess/identify key issues and escalate to appropriate levels and relevant stakeholders.

  • Share training, tools, and advice to support policy and compliance.

Job Requirements

  • Experience in Operational Risk Management or related control function areas.

  • Previous experience with TBSM and /or Capital Markets is preferred but not required.

  • Strong understanding of Operational Risk Management programs and practices including related policies, frameworks and standards.

  • Organizational awareness and demonstrated relationship building skills, with an ability to make things happen through positive influence.

  • Able to assess problems, make recommendations and, collaborate with the business to ensure solutions meet their needs.

  • Strong organization skills, with the ability to work in a fast-paced environment and manage multiple deadlines and priorities.

  • Skillful communication (written and verbal) skills.

  • Ability to influence people and deal with conflicting points of view and to effect creative and responsive solutions

  • Proven self-starter with the ability to work independently

  • Prior experience in process/control design is an asset.
