Creating the safe, sustainable municipal infrastructure that makes Toronto so livable is the responsibility of our Engineering and Construction Services (ECS) Division, which provides specialized engineering design and construction services to Toronto Water, Transportation Services, Solid Waste Management Services and other City of Toronto divisions, Agencies, Boards and Commissions. You can be part of this dynamic team by joining the Executive Director's office as Manager Business Services.

Reporting to the Chief Engineer & Executive Director, Engineering & Construction Services,as Manager Business Services you will oversee and provide divisional management and leadership on divisional transformation projects/programs and provide overall senior-level decision support and coordination to the Division Head and senior management team.

What will you do?

  • Develops and implements detailed plans and recommends policies regarding program specific requirements.

  • Manages, motivates and trains the unit's staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.

  • Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.

  • Develops, recommends and administers the annual budget for the unit, and ensures that the unit's expenditures are controlled and maintained within approved budget limitations.

  • Provides confidential, strategic advice and decision support to the Division Head and senior divisional staff on complex issues to foster organizational excellence and enhance divisional transformation in all areas of the division.

  • Manages and coordinates divisional programs, policies and transformational projects in accordance with City guidelines and Council approved directions.

  • Manages and coordinates the development/implementation of divisional service transformation initiatives, including organizational change issues resulting in improved service levels, customer service, organizational structure, and programs.

  • Provides strategic advice and decision support to senior divisional staff on the implementation of a variety of business transformations, policy issues and labour relations matters affecting a large, unionized workforce.

  • Supports the Division Head in addressing ongoing and emerging issues and priorities for the division.

  • Prepares staff reports, briefing notes and correspondence for the Division Head on corporate/divisional initiatives, confidential and sensitive matters, as required.

  • Leads the division's strategic planning and transformational processes and ensures consultation, development, preparation and maintenance of the division's strategic plan in accordance with the City's Strategic Plan, Themes and Actions.

  • Provides strategic direction and advice to meet the City's strategic goals. Ensures that access, equity and diversity goals are advanced through divisional policies and programs.

  • Anticipates, identifies and manages emerging issues and challenges, in an effort to identify solutions for business transformation as a result of evolving and changing needs.

  • Prepares business case submissions to different orders of government for new program subsidies/funding, in consultation with the Division Head and senior staff, for improvements/transformation of services, staffing, new technology, responses to recommendations from external bodies, or other initiatives.

  • Participates in identifying and measuring performance standards for the division and makes recommendations on performance improvements.

  • Partners with senior management to prioritize and ensure service deliverables.

  • Establishes an effective and collaborative working relationship with the Division's senior management team, management staff, staff from other City Divisions and external stakeholders, and liaises with same with respect to divisional and operational initiatives. Establishes, maintains and fosters linkages to other Divisions to ensure effective partnerships within the Corporation.

  • Participates in the preparation of the annual divisional budget, makes recommendations, prepares business cases, and provides analysis and strategic advice on appropriate reduction strategies to meet City reduction targets.

  • Provides follow-up information in accordance with divisional, cluster and Budget Committee deadlines.

  • Maintains an up-to-date knowledge of industry-specific developments as they pertain to the area of specialization, including applicable legislation, industry best practices, procedures and regulations.

  • Reviews and provides advice on the investigation of complaints and formal responses to various City governance and external legislative bodies, e.g., Auditor General's Office, Office of the Ombudsman, Human Rights Tribunal of Ontario, etc. Leads or coordinates improvements to policies or processes highlighted through the various complaints.

  • Provides advice on corporate human resource and employment policies and ensures divisional compliance with same.

  • Provides general oversight and actively manages staff at different levels in the division, often without direct authority to complete projects, prepare responses and recommendations on complex, sensitive and confidential matters.

  • Deals with confidential labour relations and sensitive information affecting operations, personnel and resources.

  • Works collaboratively and in conjunction with the Corporate Employee and Labour Relations team when providing advice on collective agreements and in administering Collective Agreement matters. Provides guidance and advice regarding Corporate and Divisional policies and procedures and legislative regulations to all levels of staff and ensures consistent and timely implementation and adherence throughout the division.

  • Fosters strong, collaborative and productive relationships with purchase of service agencies, corporate partners, and other orders of government to support the division in meeting its strategic goals.

  • Develops and implements effective issues management strategies and processes within the corporate framework, including effective strategies to respond to, manage and coordinate a broad range of divisional issues and contentious matters.

  • Develops and implements initiatives to improve efficiency and reduce costs associated with ineffective practices or policies, e.g., initiatives to reduce absenteeism, overtime reporting accuracy, etc.

  • Leads and/or participates on various divisional and cross-divisional Committees, Task Forces and Working Groups as the divisional representative, providing input, advice and recommendations that support the mandate and goals of the division.

What do you need to succeed?

  1. Extensive experience in the management of complex, high profile, multi-stakeholder projects which require delivery under demanding timeframes and conditions.

  2. Considerable experience in the development and monitoring of annual budgets, using risk management strategies and financial controls.

  3. Extensive experience preparing comprehensive reports and presentations, analyzing, interpreting and summarizing information for the purpose of presenting and supporting strategic, service and financial decision making.

  4. Considerable experience cultivating an innovative workforce of high-performing professionals in a positive service delivery culture with the ability to handle labour relations in a unionized environment.

  5. Post-graduate education in business/commerce, public policy, public administration, or the approved equivalent combination of education and/or experience.

  6. Knowledge of municipal government operations, approval processes and political structure, Committee and Council proceedings, and general understanding of issues facing partnering divisions and the planning community.

  7. Ability to establish effective and collaborative working relationships with all stakeholders, employees, and Division and build effective relationships within a large, diverse, multidisciplinary environment.

  8. Strong verbal and written communication skills with the ability to communicate effectively at all organizational levels and produce concise and effective reports and recommendations, often under severe time constraints.

  9. Change management experience in a major public or private sector organization, with an understanding of change management methodologies and strategies.

  10. Ability to work in a highly demanding work environment with many competing priorities and deadlines.

  11. Sound judgment with an ability to work independently on confidential and sensitive matters with minimum supervision.

  12. Strong commitment to the organizational values of diversity and inclusion.

  13. Effective decision maker with a track record demonstrating innovation and results oriented leadership, fiscal accountability, customer service orientation, the ability to promote and foster teamwork, and establish an environment which provides the capacity for staff excellence.

  14. Familiarity with relevant legislation including: the Municipal Freedom of Information Act, Employment Standards Act, Human Rights Act, Occupational Health & Safety Act, Residential Tenancies Act, Occupiers Liability Act, and common law applications etc.
