Reporting to the Deputy Chief Technology Officer, the Director will direct the Division's capital budget tracking, portfolio value delivery improvement, program resource optimization and delivery transformation initiatives including internal reviews in partnership, consultation and collaboration with relevant business stakeholders, to enable the effective delivery of the division’s portfolio.

Major Responsibilities:

Develops, designs and implements functional policies and programs that make major changes in overall business performance based on long-term needs. Contributes to the continuous improvement of divisional performance through analysis and the development and implementation of sound management practices, Lean Agile Centre of Excellence, provides program management staff with direction and guidance, processes and tools to increase efficiencies and improve effectiveness of the services provided by this section.

  • Directs, through subordinate management staff, all activities of the section, delegating management responsibility.

  • Leads and motivates a diverse workforce, ensures effective teamwork, ensures high standards of work quality and organizational performance, continuous learning and encourages innovation in others.

  • Provides leadership to the Senior Management Team and contributes to the strategic direction of the Division regarding the program administration areas, capital budget and support functions including the development of capital budgets, audit work planning and alignment, portfolio performance measurement, change management initiatives, and continuous improvement initiatives directly impacting value delivery.

  • Develops, recommends and monitors the annual capital budget for the Division, and makes recommendations of how the Division's capital expenditures are controlled and maintained within approved budget limitations.

  • Works collaboratively and in conjunction with the Corporate Employee Relations team when resolving employee relations issues. Provides guidance and advice regarding Corporate and Divisional policies and procedures and legislative regulations to all levels of staff and ensures consistent and timely implementation and adherence throughout the Division.

  • Provides strategic integrated business solutions to the Division's business plan including broad-based goals and objectives.

  • Directs the coordination of portfolio financial reporting, variance projections; provides advice and consultation, and strategic direction on key financial matters as required.

  • Provides leadership in regards to the business planning cycle including incorporating business and service improvement objectives into a transformation plan and forecasting mid to long- term financial requirements for operating and capital budgets

  • Develops and leads an effective and efficient system that manages all aspects of the section employee engagement plan, in partnership and consultation with relevant sections in People & Equity.

  • Partners with People & Equity on planning, strategizing and delivering People & Equity programs and services to Enterprise Strategy & Project Delivery.

  • Directs the strategic enablement and optimization of the Division's information technology including the, in consultation and collaboration with key stakeholders from within the Technology Services Division.

  • Provides leadership and establishes partnerships with internal and external stakeholders, to address and resolve conflicting demands and business problems from various stakeholders while balancing corporate and divisional interests.

  • Oversees and/or participates in the development of Divisional strategies in response to business improvement initiatives.

  • Reviews compliance with corporate policies, procedures and guidelines. Oversees the development, maintenance and implementation of internal processes and mechanisms to promote internal control and compliance, as required. Establishes management information and control systems for compliance audits, internal reviews and implementation of corrective actions.

  • Collaborates with other stakeholders to meet a variety of divisional reporting requirements with financial, administrative, information technology and human resource implications.

  • Prepares and contributes to council reports and reviews all policy and program related reports for financial implications.

  • Anticipates, identifies, and manages emerging issues and challenges, helps identify solutions that are flexible and responsive to evolving and changing needs. Implements solutions and monitors results.

  • Represents the Division on corporate teams and enterprise-wide initiatives to advocate divisional interests and requirements, address challenges, or facilitate activities, where necessary. Contributes to the development of corporate systems, policies, or procedures to ensure that program needs are met.

  • Represents the Division on various committees, task forces, associations, etc.

Key Qualifications:

​​​​​​​

  • Extensive experience related to an administration and support portfolio, with a record of accomplishment demonstrating innovation and results oriented leadership, fiscal accountability, a strong customer service orientation, the ability to promote and foster teamwork, and the ability to manage expectations from multiple stakeholders.

  • Agile leadership certification and experience in leading, coaching and mentoring on Agile practices to teams. Coordinate with program directors, portfolio managers, project managers, scrum masters, and other team leads to enable continuous improvement in value delivery.

  • Highly developed leadership skills with the ability to direct and manage all aspects of program and operational development, implementation and service delivery.

  • An innovative, solutions focused leader who is committed to operational and administrative challenges and develop and implement recommendations for improvements to existing policies, programs and processes.

  • Post-secondary education in computer science, business administration, management or in a related discipline pertinent to the job function, or the equivalent combination of education and/or experience gained through progressively more responsible positions in the key functional areas of this position

  • Experience leading transformative initiatives in a large, matrix and unionized environment.

  • Ability to analyze impediments and drive continuous improvement initiatives.

  • Effective internal consulting, consensus building and facilitation skills.

  • Ability to visualize data stories and/or create dashboards in Power BI or Tableau

  • Ability to monitor, analyze, and report on, portfolio key performance indicators, program objectives and key results trends and insights.

  • Ability to resource planning, analytical, evaluative, and problem-solving skills.

  • Knowledge of business strategies, project management, organizational dynamics, and risk management.

  • Excellent verbal and written communication skills.

  • Ability to work independently as well as collaboratively in a team environment.
