Permanent position based in Montreal or Toronto (bilingual).

Your Role

As Director, Learning & Development and Succession, you will lead the Learning & Development and Succession team, and oversee the development and implementation of the National Course Offering. You are a key resource to the Talent Management Team to assess talent and develop a succession strategy enabling CBC/Radio-Canada’s vision, strategy and objectives.

You will work closely and collaborate with peers across the People & Culture team (HR Business Partners, Centres of Expertise and Shared Services) and business leaders, to proactively address and respond to organization development needs by collaborating with key stakeholders.

In partnership with the Executive Director, Talent Management, you are responsible for driving our forward-looking culture leading the corporate-wide strategy for identifying and developing the ability for talent to move up, down and across the organization. You will work in partnership with the business and People & Culture teams to transform the internal mobility practices leveraging data to drive decisions around future talent. This will include leading the processes and systems associated with managing talent across the organization, including the annual talent review process, succession planning, leadership development assessments and leadership competencies and behaviours, and other processes linked to optimizing organizational performance.

More specifically, you will perform the following duties:

  • Create and implement an integrated approach to Learning and Development, talent reviews, career growth and the design and development of tools and resources;

  • Lead the L&D strategies and initiatives to meet the Corporation’s short- and long-term business needs and programming objectives across Canada.

  • Facilitate the annual talent review process across the Corporation to identify, develop and drive the talent pipeline for key roles;

  • Lead ongoing succession and development planning for key roles across the organization in collaboration with business leaders, including the interpretation and delivery of leadership assessments, identifying and addressing developmental needs, and managing succession and high potential planning in line with business needs;

  • Align change management, talent development and related initiatives to business strategies, identifying opportunities for increased efficiency;

  • Using OD principles, guide senior managers on organizational reporting structure for departments, growth pathways (career framework) and position descriptions;

  • Establish key metrics to drive, measure and reinforce deliverables in talent and organizational development as well as provide critical analysis that will aid in benchmarking our progress;

  • Accountable for budget management related to Learning & Development, Leadership Development, and succession initiatives;

  • Develop and lead a team that will educate, advise and influence business leaders on business transformation topics including: organizational assessment, organizational efficiency, team effectiveness, and change management;

  • Contribute to establishing a strategic workforce planning approach;

  • Internal Subject Matter Expert on OD best practices as well as current trends and innovative tools and methods;

  • Present plans and recommendations to various levels of the organization, senior management and Executives;

  • Other duties as assigned.

We are looking for a candidate with the following skills and credentials:

  • Bachelor’s degree in human resources, industrial relations, industrial psychology, or other relevant field; CRHA or HRPA designation would be an asset

  • Master’s degree in organizational development or a related field an asset

  • Ten (10)+ years’ experience in Human Resources roles of increasing responsibility, including direct involvement with senior business leaders in large, matrix organizations

  • Strong experience in the Learning & Development (L&D) function and conduct of organizational design, change management, talent development, and succession planning

  • Demonstrated experience implementing staff development plans, coaching individuals, facilitating difficult conversations, and developing teams

  • Ability to successfully work in an agile environment, handle competing priorities, and multiple large-scale and highly sensitive issues

  • Exceptional communication skills and ability to explain complex information to all levels of the organization

  • Ability to exercise excellent judgment, work independently and take initiative

  • Strong influence and ability to interact with senior leaders, and other levels across the organization

  • Experience leading in a transformational context with strong change management skills

  • Proven experience in developing and coaching a team

  • Experience working in a unionized environment and/or complex organizational structure an asset

  • Proven ability to influence strategic directions, and also implementing them

  • Bilingualism (spoken and written)

  • Knowledge of Google Suite an asset

  • Ability to travel on occasion
